Job Specifics
Duties Description The incumbent will serve in the Public Safety Unit (PSU) of the Office of Counter Terrorism. Duties include but are not limited to:
• Collaborate in the development, modification and evaluation policies and protocols governing the Public Safety Unit's deployment, operation and outreach and related Office of Counter Terrorism (OCT) initiatives.
• Develop and oversee Eastern Region Red Team outreach and training efforts regarding counter terrorism programs. Coordinate efforts with partner public safety agencies, including federal, state and local law enforcement. Prioritize and implement Unit initiatives, considering the current threat environment.
• Manage the daily activities of Western Region Homeland Security Program Analyst (HSPA) team to optimize efforts, identify deficiencies, utilize fiscal resources effectively and meet program objectives in an efficient manner. Secure resources for successful team deployment prior to assignment, identify and ameliorate continued staff requirements, monitor progress, review results and conduct performance reviews. Perform all administrative supervisory tasks as required.
• Oversee unit research activities. Conduct research on the most complex topics.
• Serve as Division of Homeland Security and Emergency Services (DHSES)/PSU representative and advocate of the law enforcement community on relevant committees, working groups, and programs to include those related to bomb squads, explosive detection canine and tactical teams.
• Foster efforts of law enforcement and partner public safety agencies to enhance transit security.
• Promote and manage homeland security prevention, detection, preparedness and response programs, to include training and exercise, grant funding, information and intelligence sharing, border security and other counter terrorism initiatives.
• Develop contacts within the law enforcement community partner/stakeholder cohort; maintain cordial and effective working relationships. Periodically meet with stakeholders to answer questions, review program roll out and determine the effectiveness of program planning and implementation.
• Personally respond to difficult partner/stakeholder issues to better understand their position and work collaboratively to resolve differences within the parameters of agency policies, protocols, procedures and/or mandated rules and regulations.
• Serve as subject matter expert for team members, program managers and agency senior staff.
• Research and analyze data on homeland security public safety issues and practices to compare new and innovative approaches to facilitate the development and implementation of new initiatives advancing the agency’s mission.
• Evaluate New York’s counter terrorism posture including analysis on internal and external programs. Review, evaluate and/or develop viable policy, protocols and procedures which facilitate the mission of the program and encompass current best practices. Present program analyses and recommendations to DHSES Public Safety Unit managers and executive staff.
• Represent DHSES to a wide variety of stakeholders/partners in a variety of formats providing professional expertise on PSU program and agency issues.
• Create reports, correspondence, briefings, presentations and other documents for senior staff, executives and other audiences as required.
• Must be able to obtain a Federal Security Clearance.
• Perform other duties as required.
Minimum Qualifications Non-competitive:
one year of permanent service as a Homeland Security Program Analyst 2;
OR
bachelor’s degree and four years of experience in intelligence analysis, homeland security, counter terrorism, emergency preparedness analysis and assessment, or investigations, of which one year must have been at a supervisory level.
Substitution: A master’s degree may substitute for one year of the experience.
