Job Specifics
Duties Description This position will service participants in assisting low-income families and individuals, who may include the homeless, elderly, or disabled, to secure affordable housing and improved living conditions with the goal of an improved quality of life and self-sufficiency.
Responsibilities include, but are not limited to:
• Participate and conduct new admission and conversion briefings; interview tenants, gather relevant information to determine tenant eligibility, assemble required documents, input data into computer system, prepare and mail tenant and landlord notification letters, assemble complete tenant folder for filing. Filing will involve scanning and electronic filing as well working on pdf to edit, combine and export various documents.
• Process the wait listed applicants assigned periodically and procure and review various documents as required to ensure eligibility and preference status as required by Program rules, regulations, and admin plan.
• Prepare cases for Annual Recertification; review package documents for all essential data, interview tenants in person and by phone (audio & visual), obtain EIVs and third party verifications, correspond with tenants an employers to obtain required information, investigate questionable issues as needed, assemble complete document package for processing.
• Process annual recertification, Interim Recertifications, moves, lease renewals; review document package, analyze financial and household data, prepare data computation to determine subsidy for next year, input data into computer system to finalize recertification, prepare and mail tenant and landlord notification letters, prepare completed package for filing. Filing will involve scanning and electronic filing as well working on pdf to edit, combine and export various documents.
• Facilitate and mediate communication with assigned clients and landlords as needed.
• Communicate directly with landlords regarding Section 8 voucher holders and adherence to program requirements.
• Regular communication, via telephone (audio & visual), email, and in one-on-one meetings, with program applicants, participants, and landlords.
• Perform program orientations to educate and inform applicants of program requirements and responsibilities.
• Respond in a timely manner to all allegations received such as drug-related criminal activities that threaten the health or safety of residents, violent criminal activity, fraud allegations, income discrepancies, household composition and any program participant responsibilities that have been violated
• Prepare cases for termination from program; assemble and review case documents to ensure that all relevant documents are present and that all required steps have been taken to protect tenant and agency interests, prepare case package and forward to a Supervisor and Legal Affairs Liaison for hearing. Attend informal hearings pertaining to any of the above allegations.
• Review selected cases for quality assurance to determine conformity with program regulations; reconstruct case history, analyze prior case activity, investigate, and finalize unresolved issues, initiate corrections as needed.
• Work and prepare responses to various reports, prepare, and follow up on recovery/repayment actions and submit to Supervisor in a timely manner.
• Coordinate with Housing Quality Inspector and Housing Quality Assistant to ensure timely inspections at admission to program, annual re-certification and condition of unit inspections.
• Calculate and collect payments for unreported income by participating clients and attend informal hearings as required.
• Work with participants that are using portability to travel to or outside our jurisdiction. Ensure that required forms are complete and participants are given an orientation.
• Remain familiar with current U.S. Department of Housing and Urban Development Federal Regulations as they relate to Section 8 Housing programs.
• Other duties may be assigned.
Training
• Certification in Housing Choice Voucher Specialist.
• Attend seminars and/or training as required.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
A bachelor's or higher degree.
COMPETITIVE MINIMUM QUALIFICATIONS:
Must be reachable on the New York State Civil Service eligible list.
70.1 TRANSFER QUALIFICATIONS:
One year of permanent or contingent permanent in an eligible title for transfer determined to be similar by Civil Service. For transfers, a list of approved titles is available through Civil Service GOT-IT at https://careermobilityoffice.cs.ny.gov/cmo/gotit/. The GOT-IT site will inform you if your title is transferrable.
