Duties Description About the Office of Performance Management and Innovation:
Governor Kathy Hochul announced the creation of the Office of Performance Management and Innovation in her 2025 State of the State address. This office will ensure that the State is transparent, efficient, and effective by using data-driven strategies to quantify service delivery and assess opportunities for efficiency and transparency.

Governor Hochul has prioritized customer service, charging agencies with streamlining and redesigning their operations to ensure that New Yorkers receive top-tier services from their government. While many agencies recognize the potential for improvement in their operations, they may not have the in-house resources or capacity to reevaluate processes, design improvement plans, and sustainably implement them. Housed within the Office of General Services and working at the direction of the Executive Chamber, this Office will lead efforts to modernize our State’s operations and deliver smart, efficient, responsive government for New Yorkers.

Within the first year, the Office will launch the State’s first centralized performance management system, bringing more transparency and accountability to the work of State agencies and authorities than ever before. This effort builds on the work of the existing Office of Customer Experience, which aims to improve service delivery and ensure that every interaction with State government is clear, simple, and responsive to the needs of the people we serve.

About the Role:
The Executive Director of the Office of Performance Management and Innovation (OPMI) will lead efforts to enhance effectiveness, efficiency, and transparency across New York State government operations. Under the guidance of the Executive Director, the office will support State agencies and the Executive Chamber by developing Statewide performance measures and reporting on service outcomes, conducting operations assessments to streamline operations, and providing project management support to implement cross-agency initiatives and key State priorities. The office’s goal is to provide strategic guidance and implement performance measurement frameworks to enhance service delivery, streamline operations, and to improve outcomes for New Yorkers across the State.

The Executive Director will be responsible for building and operationalizing OPMI, including developing its structure, staffing model, and operating procedures, recruiting and managing the office’s staff and operations, and identifying any vendor resources required. The Executive Director will functionally report to the OGS Deputy Commissioner for Strategic Initiatives and work at the direction of the Executive Chamber, in collaboration with State agency leaders, agency program and operations staff, and other stakeholders to drive transformative change across government operations.

Duties:
Specific duties of this role will include, but not be limited to, the following:

Leadership and Management
• Establishes the strategic vision and priorities for the OPMI, ensuring alignment with the Governor’s commitment to a more effective, responsive government.
• Builds and shapes the office from inception, including staffing core functions and creating a flexible, scalable operating model that allows the office to function as an in-house consulting resource across a variety of different project types.
• Designs and implements project intake and distribution workflows, governance structures, and tracking systems to ensure agility in deploying cross-functional project teams, managing engagements, and adapting to State priorities.
• Serves as an advisor and resource to State agency partners and the Executive Chamber on cross-agency initiatives, organizational assessment, process improvement, and performance measurement.
• Identifies high-impact opportunities to improve State agency operations, remove bottlenecks, and enhance transparency.
• Fosters a culture of continuous improvement, innovation, and accountability in government operations.

Division Operations
• Works with State agency partners to identify key performance indicators measuring the delivery of critical government services and outcomes across agencies.
• In collaboration with interagency stakeholders and the Executive Chamber, establishes targets and benchmarks against which to measure performance.
• Develops and oversees processes to identify, review, catalog, and analyze State performance data.
• Establishes and maintains a public-facing performance dashboard that tracks key performance measures over time.
• Oversees the development and publication of an annual performance report that provides year-over year comparisons of performance against targets.
• Works with State agency leadership and other stakeholders to continuously identify opportunities to improve operations within and between agencies using data-driven approaches.
• Leads multi-disciplinary project teams to design and conduct agency operational assessments, including process evaluation and redesign, organizational analysis, and needs assessments.
• Develops processes to structure assessment engagements, including identifying roles, expectations, and deliverables, and transparently reporting on outcomes.
• Establishes processes, applying project management principles, to ensure high-quality and timely production of deliverables to support decision-making and communicates the outcomes of analyses.
• Develops and oversees the creation of written products, including briefing documents, reports, and presentations summarizing analysis and findings.
• Ensures that all written materials are clear, concise, actionable, and tailored to meet the needs of various internal and external stakeholders.
• Oversees teams of policy staff, project managers, and data analysts, monitoring performance, providing guidance, and ensuring effective delivery of work plans.

Goal Setting, Management and Support
• Oversees implementation of cross-agency change initiatives in partnership with interagency stakeholders and the Executive Chamber.
• Acts as an expert resource for agencies seeking consultant support through OGS’s centralized contract for business consulting services, including providing guidance in developing scopes of work and structuring engagements to maximize efficiency, value and impact.
• Fosters a collaborative, high-performing team environment that values data-driven approaches and project management principles.
• Establishes work plans and track progress using project management tools and metrics.
• Partners with State agencies, the Executive Chamber, and external stakeholders to drive efficiency and innovation.
• Acts as a liaison between agency leadership and operational teams to ensure the successful implementation of process improvements.
• Leads cross-agency working groups focused on strategic reforms and government modernization efforts.
• Develops briefings and presentations for senior officials, policymakers, and the public to communicate performance trends and improvement initiatives.

Minimum Qualifications Minimum Qualifications Required for Appointment:
A bachelor’s degree in public administration, business administration, policy analysis, or related field and eight years of leadership experience in government operations, consulting, strategic planning, performance management, or process improvement.

Preferred qualifications:
• Master’s degree in political science, government, law, or other closely related field.
• Proven success in leading cross-agency or cross-functional initiatives to modernize public sector operations or implement performance-based reforms.
• Significant experience managing and mentoring teams, monitoring performance, and fostering a culture of accountability and excellence.
• Expertise in data analytics, government accountability frameworks, and operational efficiency strategies.
• Experience designing key performance indicators (KPIs) and developing dashboards to track service outcomes.
• Ability to interpret data, evaluate trends, and develop evidence-based recommendations.
• Experience structuring and leading large-scale process improvement and government modernization projects.
• In-depth, practical understanding of project management principles, processes, artifacts and tool tools to track progress
• Strong experience in consultant and vendor management, including project scoping and contract oversight.
• Familiarity with policy analysis in government or public-sector settings, and strong understanding of the interplay between operational and policy considerations in a complex organization.
• Outstanding communication skills, with ability to clearly and effectively communicate with stakeholders at all levels with high emotional and political awareness.
• Ability to produce clear, concise reports and presentations for a variety of audiences.
