Job Specifics

Duties Description Reporting to the Principal Accountant, Grade 27, the Associate Accountant is responsible for general accounting duties primarily related to taxes, liens, offsets and bank reconciliations. The Associate Accountant is expected to exercise a high degree of independent judgement, maintain expert knowledge and perform difficult and complex accounting assignments.

Duties include, but are not limited to, the following:

Tax Reporting and Withholding Program

• Serve as the responsible owner for the Lottery’s prize tax reporting and withholding program

• Reconcile daily withholdings to quarterly and annual filings. Accurately prepare and timely submit the Lottery’s annual and quarterly tax returns



• Serve as official point of contact with IRS and NYS Tax & Finance for all prize reporting and tax withholding matters

• Direct outside technical vendors on tax file formats, submission requirements and other technical matters

• Coordinate rectification of tax identification number mismatches and retailer FEIN mismatches that are received from the IRS for data mismatches

• Render decisions and provide technical advice on the amending of prize claims that affect tax reporting and withholding. Direct staff to effectuate changes. File amended returns as necessary.

• Review and evaluate Federal and State tax laws, regulations, publications and other material. Assess impact on tax reporting and withholding program. Provide technical expertise to ensure compliance

Offset Program

• Serve as the responsible owner for the Lottery’s prize offset program pursuant to NYS Tax Law §§1613-A – 1613-C. Offsets include child support, public assistance and NYS tax liabilities.

• Review offsets intercepted from prizes for accuracy. Reconcile amounts due and advise accounting staff on payment.

• Serve as liaison with outside agencies such as NYS Tax & Finance, Office of Temporary and Disability Assistance on issues related to the program

• Render decisions and provide technical advice on the amending of prize claims that affect offsets. Consult with outside agencies, vendors, prize payments and commission staff to effectuate changes.

• Prepare statistical reports related to the program.

Financial Reporting and Reconciliation

• Prepare daily and monthly bank reconciliations of all Lottery Enterprise Fund bank accounts that are related to the receipt of revenues and the payment of prizes.

• Prepare the monthly Lottery Administration Surplus report and distribute to management

• Reconcile unclaimed prize checks and ensure timely and accurate filing of reports and escheated amounts to NYS OSC Office of Unclaimed Funds. Review and evaluate NYS requirements and advise commission staff and vendors of changes affecting the program.

• Prepare monthly installment prize liability reconciliation relating to annuity prizes

• Responsible for annual sales tax reporting to NYS Tax & Finance

• Responsible for completing internal control program for assigned functional areas

• Complete other ad hoc assignments as directed

• Supervises and trains office staff

Minimum Qualifications Permanent Qualification: Candidates must currently be a permanent Associate Accountant

Eligible List Appointment: Reachable for appointment from the current Associate Accountant eligible list

OR

Transfer Qualification: Candidates must be a current New York State employee eligible for transfer via Section 70.1 of the Civil Service Law.

Additional Comments NOTE ON TELECOMMUTING: Gaming Commission employees are required to apply and obtain approval through management to telecommute according to the Gaming Commission’s Telecommuting Program Guidelines.

Prohibition against Playing and Wagering:
Commission employees and family members residing in their households are prohibited from purchasing Lottery tickets or claiming Lottery prizes. Commission employees are prohibited from wagering upon any horse racing, commercial gaming, video lottery gaming, Indian gaming, charitable gaming activities, interactive fantasy sports, and mobile sports wagering within the State. To avoid any appearance of impropriety of conflict of interest, Commission employees will be prohibited from all aspects of promoting, operating, and playing in any charitable gaming, which includes bingo and games of chance such as raffles, whether the organization conducting the game is required to be licensed by the Commission. The prohibition placed upon each Commission employee from assisting with any charitable gaming does not apply to the employee's family unless the employee thinks it presents a conflict of interest related to his or her job duties. Commission employees must also avoid any outside activities that could interfere or be perceived to interfere with their job duties.
