Job Specifics
Duties Description Direct and coordinate the activities of Business Enterprise Program Specialist 1 and Central Office program staff in the supervision of NYS Commission for the Blind (CB) Business Enterprise Programs (BEP) and the legally blind facility managers of the businesses.
Provide staff with program and technical advice, and interpretation of regulations, programs, and policies to ensure adherence to State and Federal guidelines.
Engage with host agency officials, representatives of the State Committee of Blind Vendors, and the CB Rehabilitation staff.
Assist in legislative review, policy and program development, contract development and field office support.
Additional duties will be discussed in detail during the interview.
Minimum Qualifications One year of permanent competitive or 55b/c service in this title.
Provisional Qualifications:
One year of permanent competitive service as a Business Enterprise Program Specialist 1.
This position may be designated 55 b/c and is subject to verification of applicant eligibility.
Additional Comments Non-Competitive Promotion: In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Office of Children and Family Services of our intention to conduct a non-competitive promotional examination for the position of Business Enterprise Program Specialist 2, at the Office of Children and Family Services. If three or fewer interested promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion. To qualify, you must be a current OCFS employee and have one year of permanent competitive service as Business Enterprise Specialist 1. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title.
Background Investigation Requirements:
1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.
2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.
3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
