Duties Description Under general direction of the Executive Director, the Chief of Health and Safety will direct, manage, oversee, and administer all facets of the Department of Traffic Safety and Employee Safety and Health, including the administration of the Automated Work Zone Speed Enforcement program and the Work Zone Safety Taskforce. The Department will oversee the comprehensive NYS Thruway Authority (Authority) safety and employee health programs relating to traffic safety, employee safety, safety training programs, construction safety, occupational safety and health, and public safety programs. The incumbent will ensure compliance to all Authority and State laws, policies, and procedures while overseeing these program areas. Specific duties may include but not be limited to the following:
Direct and evaluate safety and health policies, procedures, and programs which conform to sound occupational safety and health practices of the Authority.
Ensure work sites are properly inspected; oversee operations and work practices, develop and implement monitoring systems to ensure that the process of hazard identification and control is being consistently implemented in a continuing effort to achieve safe working conditions and practices.
Serve as the expert internal consultant on Federal and State safety and health regulations, such as the Public Employee Safety and Health Act (PESH), the New York State Toxic Substance Act, Asbestos Abatement Code Rule 56, and Fire and Building Codes as they apply to occupational safety and health.
Maintain communications with safety and health committees, management, unions, employees, and the Statewide network of safety and health experts, safety and health enforcement agencies and contractors on employee safety and health activities.
Direct and oversee safety and health training courses along with program managers to meet PESH rules and regulations and contract articles which reinforce the importance of safety and health in the workplace.
Oversee written procedures documenting safety and health policies and practices and covering actions required in cases of non-compliance. Ensure all records and information required by PESH and the New York State Right-to-Know legislation are properly maintained and stored.
Direct the medical monitoring or surveillance program to ensure compliance with applicable PESH regulations that may involve the scheduling of appropriate medical services for employees.
Serve as a subject matter expert in safety and health grievances to confirm safety and health rules and regulations.
Respond to citations for violations of safety and health regulations issued under the following programs: PESH; Toxic Substance Act; Drug, Smoke, Alcohol Free Workplace; and Fire Safety.
Develop and oversee the Department’s budget and monitor spending.
Oversee the development of specifications and coordinate the purchase of safety equipment.
Oversee and manage the accident database for worker’s compensation, PESH and other reports. Analyze accidents, injuries, and near miss incidents; review accident reports, and recommend appropriate control methods to work activities to eliminate or minimize risk of employee exposure to safety and health hazards; and review designs/blueprints to ensure compliance to statutory regulations and national consensus standards.
Analyze various collected data to identify trends and areas for improvement. Prepare reports and presentations for Executive staff and stakeholders.
Lead public awareness campaigns on traffic and employee safety. Collaborate with various organizations and the public to promote highway safety.
Keep current with new safety and health practices and procedures through literature review and participation in safety and health conferences.
Represent the Executive Director at various Statewide conferences, meetings, or groups and provide expertise or advise related to safety matters.
Coordinate and maintain open communications with the NYS Department of Transportation, State Police, or other organizations to maintain best practices in traffic and employee safety.
Provide leadership and group coordination; Perform the full scope of supervisory duties.
Knowledge of, and ability to apply, safety principles related to highway work zones, including traffic control, the safe use of equipment, and the overall safety of workers, the traveling public and the work environment.
Stay up to date on advancements in traffic engineering or safety measures.
Ability to understand, analyze, and perform computations based on roadway- related technical drawings and written technical material.
Knowledge of fundamental concepts related to the investigation of traffic accidents, such as obtaining the cooperation of individuals involved in an investigation, preparing for the investigation and/or interview, investigative and interviewing principles and practices, gathering and evaluating data and evidence, presenting the results of an investigation, preparing a case for a court hearing, testifying in the courtroom or in hearings, and familiarity with basic legal terminology.
Knowledge of federal and NYS highway laws, rules and regulation and of issues pertaining to highway safety.
Develop and implement emergency response plan for incidents occurring on the Thruway in an effort to keep dispatched employees safe.
Provide leadership and guidance for the Automated Work Zone Speed Enforcement program to ensure the safety of both motorists and highway construction and maintenance workers.
Minimum Qualifications 10 years or more of progressively responsible management experience in traffic safety or control within a multilane highway, investigating motor vehicle accidents or incidents, the development of occupational health and safety programs in an organization of 500 or more employees, transportation planning, or in public safety.
Preferred Qualifications include Certified Safety Professional (CSP), Professional Traffic Operations Engineer (PTOE) and or Road Safety Profession (RSP) professional certifications.
A bachelor’s degree may substitute for four years of professional experience. A master’s or higher for five years.
