Job Specifics
Duties Description The Executive Officer New York Naval Militia (Executive Officer NYNM) is a management confidential (MC); executive level position; under the general direction of the Commissioner, the Executive Deputy Commissioner or other appropriate designee; oversees and directs an agency-wide program or division; serves as a member of the executive team; and develops and implements statewide policies, procedures, and strategic plans, consistent with the overall mission and vision of the Division.
The Executive Officer (NYNM) assists the Commander of the NYNM in monitoring operations and management of the state’s Naval Militia Program and assisting staff officers in administration. With oversight by the Office of the Adjutant General, daily duties include but are not limited to the following:
• Assists in the discharge of the Commander’s responsibilities and for and on behalf of the Commander during his absence (since the Commander is an unpaid volunteer of the state militia).
• Responsible for the implementation of plans and policies required to accomplish the State and supported Federal missions.
• Provides staff action and advises DMNA leadership on United States Navy Reserve, United States Marine Corps Reserve, and New York Naval Militia matters.
• Exercises staff supervision over administration, organization, training, morale,operations, and readiness of the NYNM.
• Generally, oversees daily operations established for the management and implementation of the NYNM.
• Develops operating budget requirements and coordinates execution with DMNA budget office.
• Travel will be required.
• Flexibility in hours is required, including some weekends when operational needs require.
DISTINGUISHING CHARACTERISTICS
In coordination with the Commander and Executive Leaders, plans and monitors agency-wide programs; develops and communicates operational priorities, plans, policies, and procedures; directs and oversees program and policy development, implementation, performance monitoring, and evaluation for all NYNM activities. Functions as member of the State Directors team working directly with the executive team; attends and participates in leadership meetings; and responds to inquiries from external groups, organizations, agencies, and the Legislature on behalf of the Commissioner regarding NYNM activities. Manages fiscal and programmatic resources; and makes recommendations to align staffing and program goals with strategic plans and legislative mandates. Develops, proposes, and implements key statewide strategic initiatives and goals and oversees asset/boat management and upkeep. Serves as agency representative as directed; coordinates responses regarding program goals, policies, and procedures; and meets with various state and federal stakeholders to present and clarify information and answer questions relating to the NYNM and operations.
The breadth and depth of DMNA’s NYNM military component of approximately 3,153 service members includes a variety of service titles and diverse occupations; the Associate Commissioner/Executive Officer of NYNM is a key liaison for executive leadership for guidance and decision making relating to NYNM operations and has the challenge of ensuring the military readiness of a volunteer force. This is further complicated by the extensive utilization of NYNM members during State Active Duty (SAD) activations. The organizational structure of New York Military Forces (NYMF) is complex and unique due to the integration of the voluntary forces and the broad range of waterways within the state’s jurisdiction.
ILLUSTRATIVE DUTIES/JOB REQUIRMENTS:
The Executive Officer’s duties and responsibilities may include but are not limited to:
• Supports executive management’s vision by aligning NYNM strategies and operations with organizational goals.
• Represents the agency on workgroups, committees, and in other forums related to NYNM location and utilization.
• Manages the development and maintenance of NYNM data systems and records for service members.
• Plans, directs, supervises and coordinates the work of professional and administrative support staff.
• Has constant written and oral communications with agency program managers, executive staff, and various managers within the agency or outside the agency.
• The Executive Officer functions at a policymaking level and serves as the spokesperson for the Commander and the agency on NYNM matters.
• Must be familiar with and be able to independently use commonly utilized software programs such as Microsoft Word, Excel, electronic mail (e-mail) and internet searches.
• Must have good verbal and written communication skills; be able to clearly and concisely prepare written documentation.
• Ability to read and write in English.
• Ability to get along with and interact well with different groups of people, including co-workers, management, both Federal and State personnel, and the public.
• Must demonstrate reliability, trustworthiness, and exercise considerable confidentiality.
• Working knowledge/experience of the principals and techniques of supervision.
• Attends and completes additional training as required.
• Travel will be required using various modes of transportation to include driving, train, and/or flying.
• May require schedule adjustments and additional hours, especially during SAD activations.
• Other duties as assigned.
• Background clearance level expected is SECRET; as determined by TAG, Executive Deputy Commissioner or appropriate designee.
Minimum Qualifications Bachelor's Degree from a regionally accredited college or university, plus seven (7) years of experience in Business or Public Administration, or related fields.
AND
Must be or have been a federally recognized officer in the Naval Reserve, Marine Corps Reserve, or Coast Guard Reserve.
At least two years of the qualifying experience must have been at the supervisory level.
At the time of appointment, must currently be a member of, be eligible to become a member of, or be retired from the New York Naval Militia.
As a condition of employment, must successfully complete a state and federal background investigation process to determine suitability, loyalty, and trustworthiness and obtain appropriate clearance to allow access to computer networks and restricted areas. Currently, a SECRET clearance is required at the time of hire (in accordance with National Guard Bureau processes may be allowed to start before completion); other clearance may be necessary. SECRET clearance requirement may only be waived by The Adjutant General or his designee.
Must have and maintain a valid driver’s license to operate a motor vehicle in the State of New York. Must report any change in driver’s license status to the State Human Resources Office (MNHS) and supervisor.
Must be proficient in, and able to independently use Microsoft Office and other common software, specifically MS Word and Excel.
Within Ninety (90) days of receiving access to computer network, must successfully complete all required computer training such as Statewide Learning Management System (SLMS) or Statewide Financial System (SFS) requirements as related to job assignments.**
* Military education and work experience may be substituted on a year-for-year basis, however, candidate must demonstrate the combined education and years of experience relate to the qualifications (Bachelor’s + 7 years) and have direct significance to the job duties noted above. Additionally, a J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.
** Should related systems, regulations, procedures and requirements change, additional training and/or certifications may be required.

Additional Comments This position is not in the Classified Service of New York State, but is covered under New York State Military Law. If selected, current Civil Service employees will lose their seniority within the Classified Service, thereby exempting them from applying for promotional exams within Civil Service.
