Duties Description The New York State Education Department’s Office of Adult Career and Continuing Education Services – Vocational Rehabilitation (ACCES-VR) is seeking candidates to fill an Associate Vocational Rehabilitation Counselor position in Albany Central Office. Under the supervision of the Manager of Policy, Training and Interagency Collaboration, the incumbent of this position will oversee all vocational rehabilitation training and professional development opportunities for staff across the state. The incumbent will also serve as the direct supervisor for seven (7) Senior Vocational Rehabilitation Counselors (SVRCs) located both in Central Office and regionally across the state. Duties of this position include, but are not limited to, the following:
· In partnership with ACCES-VR leadership, identify and prioritize vocational rehabilitation training and professional development needs on an annual basis and develop a master plan to guide training efforts across the state,
· Utilize this plan to identify and share staff training resources (i.e., ACCES-VR staff, WIOA partners, ACCES-VR vendors, community-based organizations), and schedule and track training and professional development opportunities,
· Develop training curricula related to the design, delivery, and evaluation of vocational rehabilitation services, Aware functionality, ACCES-VR essential operations, and WIOA requirements,
· Act as facilitator of ACCES-VR subject matter expert workgroups and a project manager for creating trainings within the workgroups for approval by ACCES-VR leadership,
· Oversee training agreements with contracted vendors, including but not limited to drafting agreements, managing ongoing communications, meeting with vendor staff at regular intervals, reviewing deliverables for quality, and approving payments,
· Review training curricula developed by ACCES-VR, state vocational rehabilitation agencies, federal technical assistance centers, ACCES-VR training vendors and other comparable organizations and adapt or disseminate as appropriate for ACCES-VR staff and vendors,
· Oversee the process for obtaining the Commission on Rehabilitation Counselor Certification (CRCC) continuing education pre-approved training credits,
· Travel to District Offices across the state to provide, in partnership with Regional Senior VRCs, guidance on training needs and processes for each individual region and updates on Central Office training initiatives and resources (up to 30%),
· Develop and maintain centralized base using SharePoint or other statewide platform for all training videos, PowerPoints, guides, memos and resources for use by all ACCES-VR staff,
· Identify and obtain a Learning Management System for the delivery of trainings and tracking of staff and vendors of required materials, through state procurement processes,
· With the Policy Unit, identify opportunities for training updates, as a result of changes to procedures, leadership directives, and state and federal regulations, to ensure staff are in compliance with most current practices and policies,
· With Quality Assurance Unit, identify areas of opportunity for training by analyzing data reports, targeted assessment outcomes, WIOA performance measures and results of internal and external audits,
· With District Office Administration Unit, identify gaps in knowledge and solicit training needs from District Offices themselves and those identified by Quality Assurance and Policy Units,
· Analyze data and prepare reports illustrating the effectiveness of current practices, unmet program needs, and propose recommendations for program development,
· Other tasks and duties as assigned.
Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Associate Vocational Rehabilitation Counselor.
Eligible List Appointment: Candidates must be reachable on the Associate Vocational Rehabilitation Counselor Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated at salary grade 23 or higher and deemed eligible for transfer under Section 52.6 of the Civil Service Law. Candidates must also possess EITHER,
1. A current Commission on Rehabilitation Counselor Certification (CRCC) credential as a Certified Rehabilitation Counselor (CRC); OR
2. a master’s degree or higher in rehabilitation counseling OR
3. a master’s degree or higher in a related degree field* AND completion of the Vocational Rehabilitation Counselor Traineeship OR two year of professional work experience in a related field**.
*Related degree fields include the following: Vocational Rehabilitation Counseling, Social Work, Psychology, Disability Studies, Behavioral Health, Behavioral Science, Blindness/Vision Impaired Rehabilitation and Education, Deaf/Hearing Impaired Rehabilitation and Education, Orientation and Mobility Studies, Educational Psychology, Child/Family Studies, Communication Disorders (including Speech Language Disorders and Pathology), Health Administration, Health Services, Health Studies, Human Development, Human Relations, Human Services, Business Administration, Public Administration, Human Resources, Addictions/Substance Abuse Counseling, Counseling, Mental Health Counselor, Transition Counselor, Occupational Therapy, Physical Therapy, Rehabilitation Services, School/Guidance/Education Counseling, Special Education, Substance Use Disorders, Vision Rehabilitation Studies, Vocational Assessment, and Vocational Evaluation, Counseling Psychology, Marriage and Family Counseling.
**Acceptable Professional Work Experience in a related field:
Vocational Rehabilitation Counseling, Vocational Assessment, and Vocational Evaluation, Social Work, Psychology, Counseling (including Addictions/Substance Abuse Counseling, Mental Health Counselor, School/Guidance Counseling, Marriage and Family Counseling), Orientation and Mobility, Disability Studies, Behavioral Health, Behavioral Science, Hearing Impaired Education/Rehabilitation, Visually Impaired Education/Rehabilitation, Communication Disorders (including Speech Language Disorders and Pathology), Special Education, School Rehabilitation Services (including Occupational and Physical Therapy) or experience with assisting persons with disabilities to attain employment, educational, and/or independent living goals.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be a qualified employee of the New York State Education Department and have one year of permanent competitive or 55b/c service as a Senior Vocational Rehabilitation Counselor or Senior Vocational Rehabilitation Counselor (Manual Communications). Provisional candidates must take the examination for Associate Vocational Rehabilitation Counselor when it is next offered and must be reachable on the resulting eligible list to maintain employment.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent-permanent appointment or a temporary provisional appointment. Provisional candidates must take the examination for Associate Vocational Rehabilitation Counselor when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of EITHER a current Commission on Rehabilitation Counselor Certification (CRCC) credential as a Certified Rehabilitation Counselor (CRC); OR a master’s degree or higher in rehabilitation counseling OR a master’s degree or higher in a related degree field* AND completion of the Vocational Rehabilitation Counselor Traineeship OR two year of professional work experience in a related field** will be required for transfer candidates. This position will require 30% in-state travel. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period at the discretion of the unit supervisor.
Federal law may impose additional requirements or restrictions regarding positions that receive federal funding.
This position leads to a maximum salary of $121,413 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
