Job Specifics

Duties Description The New York State Education Department’s (NYSED) Office of Special Education and Access (OSEA) is seeking candidates for an Administrative Specialist 2. Under the general direction of the Director of Special Education, the incumbent will oversee the Office of Special Education Administrative Unit to maintain an efficient, effective and functional office-wide environment. The Administrative Unit will be responsible for developing, updating and overseeing implementation of office-wide procedures and practices; providing training to OSE staff to ensure consistency of implementation across Albany and all regionally based offices; and providing support to Albany-based OSE administrative staff. Duties of this position include, but are not limited to, the following:
• Manage the Administrative Unit and supervise other administrative staff assigned to the Unit;
• Create policies, procedures and resources for office-wide efficient administrative functions;
• Review outgoing correspondence, field guidance or reports for accuracy and formatting and provide corrections and recommendations;
• Administer the Freedom of Information Act by reviewing requests for information, assigning to program staff as appropriate, and reviewing materials prepared before they are forwarded to the requestor;
• Serve as the OSE Webmaster and provide support and direction to web content users;
• Ensure completion of meeting human resources needs for the Office of OSE, including the paperwork and communication necessary to employ new staff members, and ensuring effective communication between the Office of Human Resources Management (OHRM) and the Office of Special Education and ACCES (OSEA) Leadership and Program Offices;
• Ensure completion of office-wide procurement processes and track office-wide expenses;
• Review equipment and space needs and prepare space utilization plans, as needed;
• Conduct special projects as assigned by the OSE Associate Commissioner or Director of Special Education;
• Ensure timely response to correspondence submitted to the OSE general mailboxes;
• Ensure completion of assigned TRIMs and communication requests;
• Coordinate IT support requests or other work order requests;
• Assist offices in retention of electronic and paper records consistent with record retention schedules;
• Maintain and distribute information to internal and external listservs and stakeholder contacts;
• Assist in the processing of travel requests and reimbursement;
• Implement an administrative support staff coverage system of assigned administrative support staff to ensure adequate support at all times; and
• Maintain systems to track administrative processes and requests for information and/or communication.

Minimum Qualifications MINIMUM QUALIFICATIONS:


COMPETITIVE MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Administrative Specialist 2.

Eligible List Appointment (Administrative Specialist 2): Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title SG-23 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-23 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

Additional Comments CONDITIONS OF EMPLOYMENT:

This will be a permanent, competitive appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of eligible list placement or current position will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. Federal law may impose additional requirements or restrictions regarding positions that receive federal funding.

This position leads to a maximum salary of $109,650 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts
