Job Specifics

Duties Description Under the direction of the Associate Director Human Resources 1, the incumbent will perform the full range of personnel activities for a Division within the Department, which include: staffing, classification, recruitment, exam planning, succession planning, and employee services. The DOT Personnel Bureau provides services to over 8,000 employees.

Duties include but are not limited to:

• Provide advice to managers on their recruitment and organizational structure needs as well as authorization of appointments, promotions, transfers, reinstatements, and terminations following applicable laws, rules, directives or negotiated agreements. Analyze issues, identify problems, and provide advice and information to employees, managers, and program areas.

• Research and develop agency classification and staffing requests, including assisting subordinate staff in the analysis, evaluation, and preparation of classification materials. This includes requests for new positions, reclassifications, reallocations, earmark removals, and special salary treatments.

• Participate in exam planning, including coordinating DOT’s participation in exam planning, serving as a liaison between program areas and the NYS Department of Civil Service.

• Participate in the analysis, development, implementation, monitoring and evaluation of Personnel programs, policies and procedures to further enhance Personnel Bureau program goals and objectives.

• Assign tasks and assignments to subordinate staff to attain specific objectives, which may also include training of staff with specific tasks.

• Participate in large workforce initiatives at DOT, such as seasonal hiring and reductions in force.

• Maintain and analyze staffing plans, including determining examination and succession planning needs.

• Participate in internal workgroups and project teams to assist in Department modernization efforts and initiatives.

• Create reports as requested by management and executive staff using Workforce Analytics, Human Resources Information System, and NYSTEP.

• Special projects or assignments as needed.

The incumbent selected for this position must possess excellent oral and written communication skills and will be required to establish and maintain working relationships with professional, paraprofessional and support staff.



Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

Preferred Qualifications:
-Strong analytical, critical thinking, and problem-solving skills
-Ability to handle multiple and shifting priorities
-Familiar with creating reports and utilizing tracking spreadsheets
-Working knowledge of Civil Service rules and regulations as they pertain to staffing and classification and compensation
