Duties Description The New York State Department of Financial Services seeks to build an equitable, transparent, and resilient financial system that benefits individuals and supports business. The Department of Financial Services is seeking candidates for the position of Manager Information Technology Services 2 (Technical) in the Technology Bureau. Duties include, but are not limited to, the following:

• Champions and leads the adoption of Agile methodologies (Scrum, Kanban, etc.) and DevOps practices, including automation, continuous integration/continuous deployment (CI/CD), and infrastructure as code, guiding teams through this transformative journey.
• Evaluates, implements, and optimizes DevOps tools and processes to improve system reliability, scalability, and security, ensuring they align with agile principles.
• Oversees code management processes, including version control (e.g., Git), peer code reviews, security scanning, and release management, integrating these into an efficient agile delivery pipeline to ensure code quality and compliance.
• Mentors, coaches, and empowers programming teams, fostering a culture of collaboration, innovation, continuous improvement, and self-organization in an agile environment.
• Establishes and enforces development standards, code quality guidelines, and best practices across teams, adapting them to support iterative development and rapid feedback cycles.
• Collaborates with stakeholders to align technology initiatives with organizational goals and ensure successful project delivery.
• Monitors and reports on key performance indicators related to Agile, DevOps, and development team effectiveness, focusing on metrics that demonstrate flow, value delivery, and continuous improvement.

Minimum Qualifications Preferred Qualifications

• Bachelor’s or Master’s degree in a relevant field (e.g., Computer Science, Data Science, Software Engineering, Computer Engineering, Information Systems, Cybersecurity).
• 5+ years of experience in DevOps, software development, or IT management roles, with a strong emphasis on leading or managing agile teams.
• Relevant certifications in DevOps, Agile, Cloud, Security, etc. (e.g., AWS Certified DevOps Engineer, Google Professional DevOps Engineer, Azure Solutions Architect Expert, Certified ScrumMaster (CSM), Professional Scrum Master (PSM), ITIL Foundation Certification, CISSP).

Appointment Method:

List Appointment: Candidates must be reachable on the Civil Service eligible list for 26-415010 and 38-726010.

Transfer: Candidates must have one year of permanent competitive service in a title eligible for transfer via Section 52.6 of the Civil Service Law. Information regarding transfer eligibility may be available on the Civil Service Career Mobility Office website at http://careermobilityoffice.cs.ny.gov/cmo/.

Please note that under Civil Service Law, an employee cannot have two consecutive upward 70.1 or 52.6 transfers without an intervening eligible list appointment if such transfers would exceed two salary grades.

Minimum Qualifications: One year of permanent service as Manager Information Technology Services 1 or Manager Information Technology Services 1 with any parenthetic.

Non-Competitive Promotion (NCP): In accordance with Section 52.7 of the Civil Service Law, if the number of qualified candidates who apply for the position is three or less, a permanent appointment can be made, at agency discretion, by non-competitive promotion of an applicant who meets the minimum qualifications.
