Job Specifics

Duties Description The Associate Director of Human Resources 4 is a key member of the leadership team, reporting directly to the Director of Human Resources. This position is responsible for managing personnel teams, recommending and implementing strategy and policy changes, and advising the agency on personnel activities.

Responsibilities:

Personnel Management: Oversee all aspects of Personnel, including the Recruitment Unit, Reasonable Accommodation/List Unit, Data Analytics/Special Projects Unit, Transaction/Leaves Unit, and Classification/Exam Planning Unit.
Advisory Role: Advise Senior Executives and managers on effective organizational structuring, recruitment, retention, classification, compensation, and examination planning strategies.

Policy and Process Improvement: Evaluate policies and processes, recommend improvements, and implement streamlined and/or automated solutions.
Professional Development: Develop and implement professional development programs specific to personnel-related matters.

Recruitment Oversight: Oversee administration of recruitment activities, providing direction to ensure compliance with Civil Service Law, Rules and Regulations.
Program Administration: Oversee probation, traineeship, and performance program/evaluation administration.

Civil Service Requests: Oversee complex or sensitive classification requests and/or other Civil Service requests.

Collaboration: Work proactively with the OGS Business Services Center on issues related to employee payroll, benefits, and leave issues. Interact with agency Finance Offices and manage positions requiring Budget Director Approval. Work with Labor Relations staff on time and attendance, grievance, and disciplinary issues. Work with the Center for Recruitment and Public Service on the Empire/Excelsior Fellows Program.

Employee Support: Oversee on-boarding, off-boarding, and new employee orientation administration.

Item Management: Advise executive and senior-level management staff on position appropriateness, position classification, appointments, and promotional opportunities. Develop and implement best practices for ensuring comprehensive proactive management of organizational planning and development.

Leaves Management: Administer requests for Voluntary Reduction in Work Schedule (VRWS), discretionary leaves, and part-time work agreements. Oversee the Workers Compensation Program. Administer the application of Sections 71 and 73 of the Civil Service Law.

Employee Health: Manage the Employee Health Service (EHS) examination process and coordinate the Agency-Determined Safety-Sensitive Drug Testing Program with Labor Relations. Administer employee benefit programs for which the Business Services Center (BSC) is not responsible.

Reasonable Accommodation: Direct the day-to-day operation of the Reasonable Accommodation Unit, ensuring compliance with Federal and State laws, such as the Americans with Disabilities Act (ADA) and the New York State Human Rights Law.

Communication: Oversee agency-wide employee communications regarding employee benefits and services programs, payroll services, time and attendance, and other matters impacting agency staff.

Director Support: Keep the Director apprised of pertinent issues, represent the Director and/or assist with special projects, as required.

Minimum Qualifications Minimum Qualifications
Current or New York State employee with one year or more of permanent, contingent-permanent or 55b/c service in a position allocated to a M-3/Grade 29 or above and eligible for transfer under Section 52.6 of the Civil Service Law.
OR
Promotional/Provisional:
One year of service as an Associate Director Human Resources 2 or 3 .
OR
Non-Competitive Promotion (NCP):
If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a non-competitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must be in the departmental promotion field and have one year or more in a permanent or contingent-permanent competitive, or 55b/c service in an Associate Director Human Resources 3 or an Associate Director Human Resources 2.

Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non-immigrant aliens for temporary work authorization visas or for permanent residence.

Fingerprinting and background check are required for employment with ITS.


Salary Commensurate with experience
Telecommuting will be discussed after a year.
