Job Specifics
Duties Description Under the direction of the Historic Site Regional Supervisor, M-1 in the Palisades Region, the selected candidate’s duties include, but are limited to:
• Apply technical and professional standards and guidelines to manage, supervise, and coordinate all activities at the site.
• Develop, write, and implement the site’s master plan. Prepare the budget and administer finances for the site.
• Conduct interviews of prospective employees and complete periodic staff performance reviews. Supervise all staff and volunteers.
• Approve staffing and schedules for the operations, interpretation, recreation, and educational program functions.
• Develop, supervise, and conduct historic site operations, programming, special events, and public relations.
• Work with the Division for Historic Preservation (DHP) on developing plans for interpretation, building preservation/restoration, and collection care.
• Collaborate with the DHP, local organizations, and governments to promote the site and its programs, and encourage their support, participation, and use of the site.
• Schedule, monitor, and coordinate work projects, archaeology, collections care, and restoration programs with restoration crews and contractors.
• Plan and supervise site security. Respond to customer concerns and issues.
• Conduct research about the site, people and events related to it. Ensure the historical accuracy of exhibits, interpretation activities, structures and landscape.
• Prepare reports about activities to Regional Office on spending for seasonal staffing, maintenance supplies and materials, and special projects.
• Represent the agency in featured interviews and at community programs and events.
• Serve as ex officio member of all friends’ committees. Coordinate all activities of friends’ groups, volunteer organizations that support site activities and programs.
• Adhere to the agency’s Code of Conduct Policy and ensure compliance with all guidelines, policies, and procedures in the performance of daily tasks.
Minimum Qualifications NY HELPS or 55-b/c Qualifications:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).**
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
A bachelor’s degree in historic preservation, museum studies, education, history, American studies, anthropology, or architectural history
AND three years of general experience* in museum or historic site operations involving education, research, exhibition, and/or collection management including accessioning, cataloging, inventory, and object care/handling.
AND two years of administrative experience* (budgeting, planning, directing, and/or supervision) at a historic house, historic site, historic park, historic section of a museum, or with a governmental agency or program having responsibility for historic houses, museums, historic sites, or historic parks.
Substitution: A master's degree in historic preservation, museum studies, education, history, American studies, anthropology, or architectural history may be substituted for one year of general experience.
*If verifiable, we will accept and prorate appropriate part-time and volunteer experience.
Promotion Qualifications:
Must be a qualified employee of the New York State Office of Parks, Recreation and Historic Preservation and have one year of service as a Historic Site Manger C, or Interpretive Programs Assistant.
Permanent Competitive Appointment:
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.
It is the intention of the Office of Parks, Recreation and Historic Preservation (OPRHP) to fill a permanent competitive position of Historic Site Manager B, SG-21 at New Windsor Cantonment & Knox’s Headquarters State Historic Sites located at 374 Temple Hill Road, New Windsor, NY 12553.
The promotion minimum qualification for appointment are: One year of permanent competitive, non-competitive NY HELPS*, or 55b/c service as a Historic Site Manger C, SG-18. The established promotion field is limited to those serving in the direct line title only.
As required by the New York State Department of Civil Service, we are posting for this position to determine if there are any qualified OPRHP employees interested in a permanent appointment to the position. If there are three or fewer qualified candidates interested in the position who meet the promotion minimum qualifications, a permanent appointment can be made via non-competitive promotion (NCP), pursuant to Section 52.7 of New York State Civil Service Law.
Please Note: In order to be considered for appointment via non-competitive promotion, candidates serving in the established promotion field must not have failed or failed to take the last holding of the Historic Site Manager B promotion exam, if said exam was held within the last four years.
*Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has recently covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024 and June 11, 2025. Notification to employees regarding a change in their status is forthcoming. You may wish to apply if you received a permanent NY HELPS appointment to a qualifying title within these timeframes and are interested in this opportunity. Your eligibility for promotion will be reviewed by Human Resources.
Additional Comments OPERATIONAL NEEDS:
• Candidates must possess and maintain a valid driver’s license that allows the candidate to legally operate a vehicle in New York State as a term and condition of employment.
• Candidates must be available to work occasional weekends and nights for special events and to meet operational needs.
LOCATION PAY: The hiring rate will be the sum of the statutory hiring rate for PEF Grade 21 ($78,126) and the Downstate Adjustment ($2,000). The job rate will be the sum of the statutory job rate ($99,056) and the Downstate Adjustment ($2,000).
