Job Specifics
Duties Description Under the general supervision of higher-level personnel, the incumbent will:
· Operate and perform routine maintenance on a variety of power-driven mechanical equipment, including trucks, tractors, mowers, and power saws.
· Operate regional commercial vehicles for various projects as needed.
· Load and unload cargo from vehicles and storage.
· Perform building and grounds maintenance, including trash collection and restroom cleaning.
· Assist with traffic control and parking of vehicles.
· Perform semi-skilled maintenance and repair activities.
· Assist in building and repairing roads, paths, picnic tables, benches, trails and park equipment, as well as work in other areas of park operations as needed.
· Assign, supervise, review, train, and evaluate work of lower-level employees.
· Assist in emergency situations by applying emergency procedures and practices, assisting and directing staff, and working with patrons to minimize potential problems.
· Assist in snow removal including shoveling snow and operating snowplows during the winter months.
· Assist in general swimming pool maintenance and operation. Assist in maintaining appropriate filtration and chemical treatment of pool.
· Adheres to the agency’s Code of Conduct Policy and ensure compliance with all guidelines, policies, and procedures in the performance of daily tasks.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).**
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
Either 1. three years of experience* in the construction, operation, or maintenance of a park, recreational facility, or campus;* one year of this experience must be at a supervisory level;
Or 2. an associate's or higher level degree or 60 college semester credit hours*** AND one year of supervisory experience in the construction, operation or maintenance of a park, recreational facility, or campus.*
*A park, recreational facility, or campus is defined as a location that offers at least three of the following elements: athletic fields, skating rink, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming.
**For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
***Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. Eligible List Qualifications:
Candidates may also be qualified for permanent competitive appointment if reachable on the Park Supervisor 1 open-competitive or transition eligible list.
Reassignment Qualifications:
Candidates must be current New York State Office of Parks, Recreation and Historic Preservation employees and have one year of permanent competitive or 55-b/55-c service as a Park Supervisor 1 to be eligible for reassignment.
55-b/c Qualifications:
This position is eligible for 55b/c appointment, and candidates with 55b/c eligibility are encouraged to apply. To be eligible for a 55b/c appointment, candidate must be currently enrolled in the Civil Service 55b/c program and must meet the minimum qualifications listed above. To be considered, you must provide a copy of your letter of eligibility with your response and meet the minimum qualifications listed above.

Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has recently covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024, and June 11, 2025. Notification to employees regarding a change in their status is forthcoming. You may wish to apply if you received a permanent NY HELPS appointment to a qualifying title within these timeframes and are interested in this opportunity. Your eligibility for promotion will be reviewed by Human Resources. Employees with a permanent NY HELPS appointment occurring effective 6/12/25 or later will be addressed with a subsequent cover-in.
*If verifiable, we will accept and prorate appropriate part-time and volunteer experience.
Location Pay:
The hiring rate will be the sum of the statutory hiring rate for CSEA Grade 14 ($47,695) and the Downstate Adjustment ($4,000). The job rate will be the sum of the statutory job rate ($58,447) and the Downstate Adjustment ($4,000).
Additional Comments OPERATIONAL NEEDS:
• Must possess and maintain a valid driver's license that allows the candidate to operate a vehicle in New York State as a term and condition of employment.
• Must possess or obtain valid Certified Pool Operators’ certificate during the probationary period and maintain it as term and condition of employment.
• Must possess or obtain CDL Class B** license during the probationary period and maintain it as a term and condition of employment.
• Must be willing to work a variable schedule which includes weekends and holidays.
• Depending on operational need, overtime may be required.
**Under the provisions of the Omnibus Transportation Employee Testing Act (1991), this position has been designated Safety Sensitive. The incumbent is required to participate in pre-employment, random and post-accident drug and alcohol testing.
