Job Specifics

Duties Description The Human Resources Specialist 2 will report to the Associate Director of Human Resources 1 within the Personnel Services Unit. Duties may include but are not limited to the following:

•Manage recruitment and appointment processes for assigned program areas.
•Monitor the status of items and employees.
•Review, prepare, submit, and respond to Civil Service classification requests.
•Attend Civil Service examination planning meetings and assess the impact of proposed plans.
•Provide information and guidance on employee probation and performance evaluation process.
•Respond to inquiries from program managers and employees regarding personnel issues.
•Assist program managers and supervisors on employee issues, agency policies, and human resource issues.
•Research and draft agency human resources policies and procedures.
•Support HR and program level supervisors and managers by providing research and other information as needed.
•Assist in the development and presentation of training materials.
•Interact with internal and external customers and colleagues in a courteous and professional manner to address personnel related matters.
•Efficiently utilize program databases, applications, and Microsoft Office Suite.
•Create, organize, and maintain paper and digital office files.
•Utilize existing monitoring tools and create new tools as necessary to track and monitor personnel related work completed and in progress, using various applications including the Microsoft Office Suite.
•Ensure accuracy and efficient use of monitory tools, databases, applications.
•Monitor various shared mailboxes within Human Resources for necessary action and response.
•Lead biweekly agency onboarding efforts, as directed.
•Perform the full range of supervisory responsibilities, including training and professional development efforts for subordinate staff assigned.
•Perform tasks in an efficient, timely, and safe manner.
•Perform other duties and special projects as directed and required.

Minimum Qualifications REASSIGNMENT/TRANSFER

Current New York State Division of Homeland Security and Emergency Services employee with one year or more permanent, contingent-permanent or 55b/c service as an Human Resource Specialist 2 and are interested in reassignment; OR are a Current New York State employee with one year or more of qualifying permanent service in a position allocated to a grade 21 or above and eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law.
