Job Specifics

Duties Description The Office of Mental Health (OMH) is recruiting to fill one Principal Health Care Fiscal Analyst, G-27, position in the Office of Financial Management, Community Budget and Financial Management Group.

Specifically, the duties of the position include (but are not limited to):

-- Supervision and management of (6) CFR analysts with lead oversight responsibility for day-to-day activities, long range planning and policy guidance for the finance and cost reporting functions for OMH's $4 billion community mental health system;

-- Reviewing periodic CFR desk audits completed by staff and developing appropriate control points and cost reporting policies to improve data integrity of the provider submissions.

-- Preparing and responding to data requests in a timely manner for a wide range of purposes including OMH policy makers, the Governor's Office, the Division of the Budget and other control agencies and the Federal Center for Medicaid and Medicare Services. This requires the use of business intelligence software to manipulate and analyze the data for the intended purposes.

-- Providing policy guidance and technical assistance for problem solving relating to cost reporting, State Aid reimbursement and close-out functions.

-- Resolving all issues relating to CFR reporting and serving as the Chairperson of the CFR lnteragency Committee on a rotating basis.

-- Preparing and updating the CFR manual for each reporting cycle and coordinating with partner agencies to ensure that OMH policy changes (e.g., indigent care pool, fund code consolidation, etc.) are implemented in a timely manner.

-- Managing the development and maintenance of the CFR Web application sponsored by OMH and used by all the partner agencies (OASAS, OPWDD, and SEO) including coordination with IT staff on system maintenance to ensure that software meets our specifications and changes to the specifications are implemented/tested as modifications are needed.

-- Participating and leading discussions relating to changes in OMH's policies regarding accounting and cost reporting rules as well provider reimbursement.

-- Coordinating with the Department of Health to withhold Medicaid payments from providers who fail to meet the CFR filing deadlines or standards and, as warranted, reviews any provider plans of corrective actions to resolve cash flow issues.

-- Researching the latest accounting standards to ensure that the CFR reporting requirements are update and solicits input from the NYS Society of Certified Public Accountants (CPAs).

-- Conducting training for each reporting cycle with the CFR lnteragency Committee including
preparation of all PowerPoint materials and follow-up responses to provider questions.

-- Serving as liaison with other OMH bureaus regarding program reporting needs and data requests.

-- Preparing and responding to requests for CFR data under the Freedom of Information Law (FOIL) and coordinating such responses with the Public Information Officer and Counsel's Office.

Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.

Candidates must have permanent status as a Principal Health Care Fiscal Analyst, Grade 27 and be eligible for lateral transfer OR be eligible to transfer via Sections 52.6 or 70.1 of the Civil Service Law.

Permanent appointment may be made by non-competitive promotion of an applicant who meets the position’s minimum qualifications of having at least one year of permanent service as an Associate Health Care Fiscal Analyst G-23, if all requirements of a non-competitive promotion appointment are met.
