Job Specifics
Duties Description Under the direction of the Director of Financial Administration, the Contract Management Specialist 3 duties include but are not limited to the following:
• Plan and direct the activities of the Contracts and Procurement Unit, which is responsible for executing purchases and contracts for the New York State Gaming Commission, ensuring adherence with all applicable Federal and State laws, rules and regulations, and best practices.
• Draft procurement related documents, including, but not limited to, contracts, contract amendments, extensions, and memorandums of understanding.
• Advises Gaming Commission staff regarding major procurements and contracts ensuring control requirements are met, and best cost and value metrics are obtained.
• Research, analyze, and plan procurements, identify and communicate various procurement solutions to best serve the needs of the Gaming Commission.
• Oversee establishment of MWBE participation goals in relation to contracts to ensure contractors meet goals upon award and throughout the contract term.
• Function as the primary and lead liaison with State agencies and potential bidders in relation to major procurements. This would include obtaining the necessary approvals from various agencies including the Attorney General’s Office, Office of the State Comptroller, Office of General Services, and the Office for Information Technology Services.
• Facilitate the Negotiation of contract terms and conditions, develops contract language, communicating as needed with Gaming Commission Counsel.
• Facilitate the proposal evaluation process and lead evaluation teams for vendor proposals.
• Develop and maintain a contract monitoring and review process to manage contract data and deadlines.
• File required reports to the State Procurement Council, the Governor, the legislative fiscal committee, and other control agencies as required.
• Manage the contract and procurement team, monitoring workflow, providing guidance, and performing reviews of the accuracy and completeness of work performed by staff. Ensure staff obtain training in relevant laws, rules, and regulations, policies, and the utilization of the State-wide Financial System (SFS).
• Track workflow, monitor deadlines, and prepare reports for gaming staff and other stakeholders.
• Identify barriers in achieving goals of the Unit and Commission and recommend corrective action and process improvements.
• Other duties as assigned and special projects as required.
Minimum Qualifications Reachable for appointment from the current Contract Management Specialist 3 eligible list;
OR
A current New York State employee eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law
Additional Comments NOTE ON TELECOMMUTING: Gaming Commission employees are required to apply and obtain approval through management to telecommute according to the Gaming Commission’s Telecommuting Program Guidelines.
Prohibition against Playing and Wagering:
Commission employees and family members residing in their households are prohibited from purchasing Lottery tickets or claiming Lottery prizes. Commission employees are prohibited from wagering upon any horse racing, commercial gaming, video lottery gaming, Indian gaming, charitable gaming activities, interactive fantasy sports, and mobile sports wagering within the State. To avoid any appearance of impropriety of conflict of interest, Commission employees will be prohibited from all aspects of promoting, operating, and playing in any charitable gaming, which includes bingo and games of chance such as raffles, whether the organization conducting the game is required to be licensed by the Commission. The prohibition placed upon each Commission employee from assisting with any charitable gaming does not apply to the employee's family unless the employee thinks it presents a conflict of interest related to his or her job duties. Commission employees must also avoid any outside activities that could interfere or be perceived to interfere with their job duties.
