Job Specifics

Duties Description The Testing Services Division is responsible for the development, administration, scoring and validation of the examinations provided to the public for State agencies and local jurisdictions. To better serve New Yorkers and make civil service examinations more accessible and convenient for all, the Department is modernizing and transforming the way in which civil service examinations are held. As part of this new examination model, the Department is in the process of establishing 12 dedicated computer-based testing centers across New York State to provide all New Yorkers with the ability to participate in exams, including individuals who do not have access to a computer or Wi-Fi services.

The current vacancy is located in Testing Section C3A, which develops examinations for State and local positions in the areas of Science, Engineering, Building Management, Custodial and Housekeeping, Public Works, and other technical specialties.

Primary duties include, but are not limited to, the following:
• Evaluates policies, procedures, and systems, and develops recommendations to promote the effective and efficient operation of a variety of testing programs.
• Oversees and assists with the development and implementation of testing systems; forms design and usage control; and the development of State and local civil service tests.
• Oversees the planning, preparation, and evaluation of tests that use a variety of formats, including multiple-choice, evaluation of training and experience, job simulation exercise, and others.
• Oversees the analysis of test results and preparation of scoring recommendations.
• Serves on intra- and inter-divisional committees, and oversees special projects as needed.
• Completes tasks for the Test Management System (TMS) Project, including testing system functionality, reporting system issues to the vendor, and defining system and business requirements.
• Oversees, supports, and assists with modifications to, and the expansion of, TMS to successfully implement and administer the Department’s new examination model.
• Oversees TMS support for staff in the Testing Services Division.
• Serves as the TMS liaison between various Civil Service Divisions and ITS.
• Communicates with others within and outside of the agency on testing matters.

Minimum Qualifications COMPETITIVE QUALIFICATIONS:
You must be reachable on the current eligible list or eligible for transfer.

52.6 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service in a title eligible for transfer and determined to be similar by Civil Service.

SUBSEQUENT 55B/C QUALIFICATIONS:
A subsequent 55 B/C appointment may be considered if you have one year of permanent, contingent-permanent, or 55 B/C service in an eligible position allocated to Grade 23. To be considered, you must provide a copy of your letter of eligibility with your response.

PREFERRED QUALIFICATIONS:
• Background and/or experience in science, technology, engineering, and mathematics.
• Strong logical reasoning and data analysis skills.
• Close attention to detail.
