Job Specifics
Duties Description Under the direction of a Area Director, the Standards Compliance Analyst (SCA) 2 (Developmental Disabilities) would be responsible for visiting and reviewing all day and residential programs certified by OPWDD; all services provided under the Home and Community Based Services Waiver and contracts; interpreting regulations to providers; participating at exit conferences; reviewing providers' plans of corrective action; and implementing the Division's Quality Improvement strategy.
The SCA 2 (DD) provides all needed supervision to the SCA 1 (DD), both in the office and in the field. The SCA 2 (DD) develops the monthly schedule and makes appropriate work assignments to the SCA 1 (DD) to ensure that standards for quality and quantity are met. The SCA 2 (DD) is also responsible for the completion of all work assigned to the team.
The position requires extensive field work and travel. The incumbent must be on site during early mornings and evenings to observe activities at the programs. Some weekend visits are required, as is mandatory training in Albany and other locations. Surveyors are expected to learn and participate in all aspects of survey and certification activities for all program and service types. Extensive report writing is required. All visits and reports must be completed within time frames required by the Centers for Medicare and Medicaid Services and the Department of Health and the Division of Quality Improvement's policies and procedures.
In addition, the SCA 2 (DD), under the direction of the Deputy Commissioner or her/his designee, may perform the following as part of a Quality Improvement team:
- Monitor and gather feedback on quality management projects to assess effectiveness and make revisions where necessary.
- Act as liaison, advocate and facilitator, both within the Division of Quality Improvement and with other divisions or external parties to implement quality improvement efforts.

Minimum Qualifications Eligible List
Candidates must be reachable for appointment on Current Civil Service Eligible List for this title.

Transfer
Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or 70.4 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Reassignment
Current Office for People with Developmental Disabilities employees with one year of permanent, contingent permanent, or 55 B/C service as a Standards Compliance Analyst 2 (Developmental Disabilities). If you have less than one year, you must be currently reachable on the eligible list.

Provisional
In the event that there is not a valid eligible list for this title in this location, candidates who meet the following promotion qualifications may be qualified for a provisional appointment. To qualify, candidates must have one year of permanent competitive service or 55-b/55-c service as a Standards Compliance Analyst 1 (Developmental Disabilities) or Standards Compliance Analyst 1.
If you are appointed provisionally, you must take the next scheduled Civil Service examination for this title, and your score must be reachable on the resulting eligible list, before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained.

Non-Competitive Promotion (NCP)
NOTE: If three or fewer qualified and interested promotional candidates respond to this notice, the agency may, at is discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. To qualify, you must be a current OPWDD employee and have one year of service as a Standards Compliance Analyst 1 (Developmental Disabilities) or Standards Compliance Analyst 1.
Additional Comments • If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.
• The assignment of PS&T employees will be made in accordance with any agreed upon Memorandum of Understanding between PEF and the local DDSO regarding the posting of job vacancies.
• Preference will be given to OPWDD employees impacted by closures. If you are being impacted by closure, please indicate this on your resume.
• All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs. Continued employment will depend on maintaining eligibility.
