Job Specifics
Duties Description DUTIES:
The Office of Financial Administration (OFA) is responsible for fiscal operations of the Housing Trust Fund Corporation (HTFC). OFA’s scope of responsibilities include purchasing, payables, mortgage servicing, travel, and HTFC payroll. OFA is seeking to fill an Accountant Trainee position to assist with managing these responsibilities. The Accountant Trainee/Senior Accountant will be cross trained to cover a combination of the following duties:
•Conduct routine account and fund reconciliations in the accounting system for the HTFC programs and administrative activities.
•Routinely update the HTFC check registers and accounting system.
•Monitor and track funding requests
•Provide accurate General Ledger coding for all accounting transactions, including data entry of information into the accounting system, and review coding and data entry completed by other staff.
•Complete bank account reconciliations.
•Assist in the preparation of materials for the HTFC’s annual financial statements audit, the annual single audit, and Treasurer’s reports.
•Assist in all month-end and year-end closeout activities.
•Prepare payroll reconciliation utilizing ADP Payroll Reports. Prepare warrants for required funds related to payroll liability, payroll tax liability, and employee benefit plans.
•Monitoring/viewing bank reports for verification of payroll processing transactions.
•Prepare employee payroll deduction reports for payment warrants.
•Electronically report of employee payroll deductions and benefits.
•Prepare billing to payroll departments for payroll, fringe benefits, and travel.
•Create premium billings for employees on leave and allocate payroll expenses to the appropriate payroll departments.
•Assist with bi-weekly payroll audits.
•Prepare payroll-related reports for OFA’s accounting team, accounts payable team, budget analyst, and Director of Financial Administration as requested.
•Answer payroll-related questions posed by the OFA accounting team or the HTFC benefits coordinator.
•Collaborate with HR and OFA staff to suggest and implement solutions to payroll-related issues.
•Maintain and update payroll funding procedures.
•Attend payroll and benefits meetings and webinars as required.
•Work collaboratively with unit accountants to ensure that all aspects of Finance’s accounting needs are managed, including providing back up support for other staff.
•Assist with providing accurate reports and accounting detail upon request.
•Assist with research and reconciliation projects as needed.

Minimum Qualifications QUALIFICATIONS:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment to an Accountant Trainee 1, you must have either:
1) A bachelor's degree in accounting, auditing, or taxation OR
2) A bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses.
Please Note: While this position is being recruited for at the accountant trainee level, the program will consider appointment at the full salary grade 18 Senior Accountant level if the selected candidate meets all qualifications for the Senior Accountant title as outlined below.
To be considered for appointment to a Senior Accountant, you must have either:
1) A bachelor's degree in accounting, auditing, or taxation or a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.
2) A master's degree in accounting, auditing, or taxation and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles OR
3) A currently valid Certified Public Accountant license and registration issued by New York State.
*Note that courses such as business law, economics, statistics, and most finance courses, although taken as part of an accounting curriculum, cannot be counted toward the 24 semester credit hours.
+Experience NOT considered qualifying are activities restricted to teaching, bookkeeping, maintaining/auditing payroll records or accounts receivable/accounts payable, or preparing tax returns.
COMPETITIVE MINIMUM QUALIFICATIONS:
Must be reachable on the New York State Civil Service eligible list and provide proof of the education requirements for either Accountant Trainee or Senior Accountant, as listed above.
70.1 TRANSFER QUALIFICATIONS:
One year of permanent or contingent permanent service in an eligible title for transfer determined to be similar by Civil Service. For transfers, a list of approved titles is available through Civil Service GOT-IT at https://careermobilityoffice.cs.ny.gov/cmo/gotit/. The GOT-IT site will inform you if your title is transferrable.
