Job Specifics
Duties Description Under the supervision and direction of the Bureau Director, this position will serve as an Assistant Bureau Director and provide leadership in the development, implementation, management, and oversight associated with Article 28 rate setting and cost reporting for New York State hospitals. This position will also review and approve provider rate appeals and statewide budget packages, provide guidance for State Plan Amendments, provide insight into various Medicaid program areas for budget making decisions, and oversee data collection and other various analyses. In addition, this position will include making policy recommendations related to rate setting and provide oversight for the eMedNY rate load function within the bureau. This position will ultimately oversee two G-27 Teams. Other functions include, but are not limited to: Oversees the development and implementation of pricing methodologies and mechanisms used for reimbursement of hospital services; Reviews rate appeals and statewide budget packages for hospitals and/or freestanding clinics prior to advancement to upper management; Plans, assigns, and directs the work of multiple work sections, and manages rate setting, financial analysis, and evaluation activities for hospitals and/or freestanding clinics; Develops recommendations for health care financing policy, regulatory changes and systems modifications; and Reviews State Plan Amendments prepared by staff based on required changes to rate setting methodologies, and implementation of budgetary actions.
Minimum Qualifications Current Department of Health employee with permanent or contingent-permanent status as a Health Care Financing Program Manager 1; OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6 of the Civil Service Law to a Health Care Financing Program Manager 1. NY HELPS Non-Competitive Minimum Qualifications:
A bachelor's degree and four years professional* experience in finance. One year of this experience must be in the management and supervision of health care financing, including any of the following: health care facility reimbursement, managed care capitation models, health care fiscal analysis, or health care fiscal policy development. This one year must include making policy recommendations regarding health care financing mechanisms and must include the oversight of staff who have supervisory responsibilities for professional staff. *Clerical or secretarial experience will NOT be considered qualifying.
A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Preferred Qualifications: Familiarity with hospital cost reports and Medicaid rate setting.
