Job Specifics
Duties Description Project Management:
• Manage and direct all phases of the project lifecycle for assigned projects using project management methodologies.
• Assist in the definition of project scope and objectives, involving all relevant stakeholders and ensure technical feasibility.
• Develop and implement project management related documents (e.g., project charters, roles and responsibilities, roadmaps, work breakdown structures, cost and budget estimates, risk plans, communication plans, change management plans, implementation plans, mitigation plans, etc.).
• Develop a project schedule using MS Project including defining tasks, identifying dependencies, assign resources, estimate effort, identify critical path, and control schedule.
• Develop and maintain all project documentation including, but not limited to, meeting notes, decision points, and action items throughout the project lifecycle.
• Identify potential risks and issues; facilitate problem resolution by determining or recommending and implementing a risk mitigation strategy.
• Proactively manage potential problems with project deliverables or timetables.
• Manage changes to the project scope, project schedule, and project costs using appropriate verification techniques.
• Communicate with diverse staff and stakeholders involved or affected by the project.
• Prepare status reports and provide updates to project stakeholders, sponsors, champions, etc.
• Facilitate post implementation reports and close out process.
• Have a well-developed understanding of project methodology.
• Other project related tasks as assigned.
Supervision:
• Supervise Project Manager 1
• Assist staff with developing and understanding performance expectations and goals.
• Assist with setting training goals and aid in ensuring that staff receive the training necessary to further develop their project management knowledge and soft skills.
• Provide coaching, mentoring, and guidance around project management and facilitation skills.
• Provide guidance and direction in Project Manager 1’s development.
• Ensure that staff are aware of and adhere to the organization’s policies and procedures.
• Manage staff head count with interviewing, hiring, onboarding, and separating staff.
• Manage/allocate staff workload and identify priorities and assign work as necessary.
• Inform staff of and where they can find the organization’s policies and procedures.
• Identify opportunities for knowledge and skills development. Encourage, motivate, and guide in learning and improving processes.
• Provide real-time feedback on staff performance.
Minimum Qualifications Open to NYS employees with one year of permanent competitive service as Project Manager 2, SG23, (previously known as Project Manager 1, SG23) OR in a position at the SG21 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.
NYHELPs Minimum Qualifications:
A bachelor's degree and three years of professional
experience in project management which must include planning and at least three other of the management process groups: origination (including governance/work intake, portfolio management, capacity/demand planning); initiating; executing; controlling; and, closing. This experience must include the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans; or current certification from the Project Management Institute as a Certified Associate in Project Management (CAPM); or current certification from the Project Management Institute as a Project Management Professional (PMP).
A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Non-Competitive Promotion (NCP):
If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a non-competitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must be in the departmental promotion field and have one year or more in a permanent or contingent-permanent competitive, or 55b/c service in an Project Manager 1 .
Note: If you are on the examination eligible list for the position title in this location, you do not need to respond to this posting unless you are also eligible for appointment by one of the qualifications listed above.
Candidates must be reachable on the current eligible list for this title in order to be list appointed.
Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non-immigrant aliens for temporary work authorization visas or for permanent residence.

Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.
If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
