Job Specifics

Duties Description Under the direction of a Taxpayer Services Administrator 1, the Taxpayer Services Specialist 4 will oversee the Staffing and Development, Quality Assurance, and Oracle teams. The incumbent will be required to perform the following essential functions:

Provide day-to-day direction, leadership, and management of operations in alignment with the Department’s strategic plan and the Division’s operation plan. In this role, the incumbent must possess the skills to manage self, people and process.

Interact with section supervisors, Divisions, and taxpayers in a professional and cooperative manner. Incumbent must be able to communicate well both verbally and in writing. Incumbent must support, through action and example, official policy and programs. Incumbent must complete all required reports in a timely fashion.

Supervise the development and oversee the installation of new or revised automated systems and manual work procedures in relation to electronic services based on tax law changes, legislative changes, policy changes or changes mandated by the policies and regulations of the Federal government or other state agencies.

Oversee and direct the optimal usage of personnel, by assigning staff, setting and meeting program performance goals. Establish reporting mechanisms to measure and monitor volume of work received, work in progress, completed work, efficiency of systems and section operational levels.

Possess the skills to analyze and plan for the impacts of programmatic, systematic or legislative changes in operations. Identify and implement opportunities for increasing voluntary compliance and reducing costs, both staffing and expenses.

Make recommendations on the development and implementation of system changes.


Meet Department's time and attendance requirements. The incumbent will be required to report to the office for the first six months.

Minimum Qualifications The ability to fill this position is subject to DOB guidelines for processing personnel transactions. Note: a budget waiver is not required to fill positions via transfer to lateral or downward level positions within the same department or to change line items within the same funding source. The selected candidate must be eligible for appointment in accordance with the provisions of the Civil Service Law, Rules, and Regulations. If mandatory rehiring lists exist for this title, appointment other than reassignment must be made from these lists. If there are no acceptors from these lists, appointment may be made using the following:
a) Employees who are currently serving in the same title are eligible for reassignment without change in title or status;
b) Candidates reachable on the appropriate eligible list for this title and location;
c) Employees eligible for transfer.
