Job Specifics
Duties Description Perform functions as a processor and approver in the Local Assistance Payments unit.
• Responsible for the daily monitoring, scheduling, and prioritizing of work.
• Monitor staff with implementing rules, regulations, and procedures for multiple agencies (OASAS, Statewide Financial System (SFS) and the Office of the State Comptroller (OSC)) and ensure work is completed accurately and in a timely fashion.
• Review calculation Worksheets for monthly and quarterly State Aid payments for accuracy.
• Review and approve monthly and quarterly State Aid payments for accuracy within the SFS, following OASAS, SFS and OSC guidelines.
• Review and approve other SFS transactions, such as General Ledger Journal Entries, Accounts Payable Journal Vouchers, Billings, Refunds of Appropriations, and Report of Monies for appropriateness and accuracy.
• Calculate monthly and/or quarterly Local Assistance payments for individual Providers and Counties and enter payment vouchers accurately and timely into SFS using approved calculation worksheets.
• Enter other SFS transactions, such as General Ledger Journal Entries, Accounts Payable Journal Vouchers, Billings, Refunds of Appropriations, and Report of Monies following unit guidelines.
• Communicate with Program staff for review and approvals of contract invoices.
• Work with staff in the Budget Unit to provide any requested information involving State Aid payments.
• Work with Budget and Contract staff to discuss encumbrances or chart field coding questions as necessary.
• Monitor Local Assistance incoming claims from Providers to ensure they are complete, tracked and logged.
• Review Final claims submitted by individual Provider or Counties to ensure accuracy.
• Monitor incoming Budget changes that may result in additional tasks such as Supplemental payments or Claim adjustments.
• Contact appropriate agency SFS, OSC, or respond to their inquiries when problems or issues arise. Inform staff or outside Agencies of any change in guidelines regarding payments.
• Work within the State Aid Budgeting and Reporting System (SABRS) to review and approve any claims submitted by subordinates in a timely manner. Any identified issues with SABRS claims should be reported to supervisor. Work with our SABRS consultant to rectify the SABRS issues.
• Review and respond to various issues reported by staff, or involving SFS Accounts Payable, or SABRS.
• Run reports, prepare, and submit material for special projects when requested by supervisors, Budget staff or other DFA Management team members.
• Communicate clear and concise information with Providers about payments or required documents.
• Any other assigned tasks as necessary.
Minimum Qualifications MIMINUM QUALIFICATIONS
Current Sr. Administrative Analyst, G-18, with one year of permanent competitive service ~OR~ eligible for transfer via Section 70.1 or 52.6 of Civil Service Law

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
HELPS Minimum Qualifications
Trainee 1: A bachelor’s degree or higher.
Trainee 2: A bachelor's degree and one year of professional experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, conduct data analysis, and develop internal controls. a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Senior Administrative Analyst:
A bachelor's degree and two years of professional experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, conduct data analysis, and develop internal controls. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

$66,951 - $85,138 (G-18 level)

The salary range listed in this posting/canvass reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials.
Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
