Job Specifics

Duties Description Incumbent will be responsible for a variety of duties within the Bureau of Financial Management/Payments-State Aid Unit. These duties will include but not be limited to:
Include but are not limited to:
• Supervise and train staff.
o Verify that guidelines/procedures are being applied when reviewing work.
o Disseminate information and instructions to staff in a timely manner.
o Complete annual performance evaluations of staff.
• Oversee the Local Assistance Payment Unit by supervising Senior staff to ensure that payments are completed accurately and timely.
• Monitor Unit mailbox, track incoming Expense Reports and Contract information, answer any Provider questions, respond to any audit requests and forward any issues to appropriate staff.
• Complete timely review and approval of any payment vouchers entered by staff in the NYS Statewide Financial System (SFS) in accordance with OASAS, BSC, SFS and OSC guidelines. Ensuring the payee name, payment amounts, descriptions, chart field strings, interest eligibility, and various dates are correct. Verify that Providers payment information was recorded accurately on Excel control sheets. Work with staff to resolve any identified discrepancies.
• Review and approve State Aid, other financial transactions, and/or State Operation Payments within SFS in accordance with OASAS, Office of General Services – Business Services Center (BSC), SFS and OSC guidelines and requirements for appropriateness and accuracy.
• Run necessary reports in the State Aid Budgeting System (SABRS) and SFS.
• Communicate with Program staff for review and approvals of contract Expense Reports/Invoices
• Communicate with Providers about missing documentation or payment issues by telephone or written communications – email. Reminder and follow-up letters are to be sent in accordance with Unit established timelines.
• Answer questions and provide information to Providers, OASAS Regional Office, Budget, Contracts, and Procurements regarding activities, transactions, and procedures. Refer inquiries as necessary.
• Review and respond to various issues either reported by staff, or involving SFS Accounts Payable, or SABRS.
• Contact the appropriate agency (SFS, OSC), or respond to their inquiries when problems or issues arise. Inform staff or outside Agencies of any change in guidelines regarding payments.
• Create templates in Excel with the use of formulas for advance calculations, payment tracking, claim reconciliations, and expense reports.
• Maintain various records/information in a timely and orderly fashion, in accordance with Unit guidelines.
• Create reports and monitor Payment’s information required for status updates and Federal Grant reporting purposes.
• Maintain open communication with Management staff to ensure any issues or concerns are addressed immediately.
• Act as a liaison with the SFS and OSC on problems and issues related to payment transactions.
• Knowledge of and experience with Microsoft Office programs, particularly Excel.
• Any other assigned task as necessary.

Minimum Qualifications Permanent status as an Associate Administrative Specialist, G-23 and eligible for transfer, OR Reachable for permanent appointment on the current Civil Service eligible list for Associate Administrative Specialist, G-23, OR eligible for transfer via Section 70.1 or 52.6 of the Civil Service Law.

The salary range listed in this posting/canvass reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
