Duties Description Reporting directly to the Director of Criminal Investigations, The Deputy Director of Criminal Investigations is responsible for assisting in the planning and directing of Criminal Investigations Division programs throughout New York State to
investigate criminal schemes to evade the requirements of New York State Tax Law.
The Deputy Director provides executive level leadership and oversight to various multi-agency task-force operations, including the statewide Cigarette Strike Force.
In addition to working with other federal, state, and local law enforcement agencies, the Deputy Director works collaboratively with other Department business units, especially the Audit and Civil Enforcement Divisions and the Office of Counsel.
The Deputy Director is responsible for developing and managing plans and operations to effect reciprocal agreements for information sharing between the Criminal Investigations Division and various federal, New York State, and local municipal governmental and law enforcement authorities, for collaborative investigative programs and task force operations with other law enforcement organizations, and for overseeing and coordinating statewide investigative programs and activities.
Minimum Qualifications Minimum Qualifications:
The candidate must have 15 years of progressively responsible experience in federal, state or local law enforcement including the development, implementation and enforcement of best practices
related to law enforcement policies and procedures governing supervision and management. One year of this experience must be in an organization that handles civil as well as criminal enforcement; 10 years of this experience must include the tactical supervision and oversight of major criminal enforcement operations, the investigation of complex financial schemes, such as those designed to evade compliance with the New York Tax Law and/or to facilitate the commission of other financial crimes, such as money laundering; AND 5 years of major joint task force experience, within a
geographically broad organization, supervising and coordinating investigations between multiple Federal and local law enforcement agencies related to the investigation and prosecution of various
financial crimes including the development and/or management of a Division budget.
Preferred Qualifications:
The Deputy Director serves as primary liaison between the Criminal
Investigations Division and other law enforcement agencies to conduct
regulatory and criminal enforcement of excise taxes, cigarettes, and
cannabis in particular. A minimum of two years of experience in an
organization that handles civil as well as criminal enforcement is preferred.
The Deputy Director serves as a primary liaison between the Criminal Investigations Division and both the Internal Affairs and Internal Audit units to ensure internal integrity controls are sufficient and maintained, as well as to advise the Director on best practices. A minimum of 12 months’ experience in an agency’s internal affairs or Integrity Control is preferred.
The Deputy Director serves as primary supervisor of the most significant and challenging long-term investigations, including those involving the complexity of utilizing eavesdropping warrants. Documented experience overseeing investigations involving Title 3/ eavesdropping warrants is preferred.
Other Requirements:
Deputy Director, Investigations is a title which carries peace officer status. Appointees must:
-Be a United States citizen
-Be a resident of New York State at the time of appointment and maintain State residency continuously during employment
-Have a valid New York State driver’s license
-Be able to obtain a valid pistol permit
-Pass a required pre-employment psychological test.
-Must have current NYS basic police/peace officer certification
Additional Comments Work hours to be determined. Performance of the duties may require frequent, unscheduled work on evenings and weekends and requires 24/7 availability. Candidate must be able to travel frequently across the State, as needed. Some positions may require additional credentials or a background check to verify your identity.
