Job Specifics

Duties Description Under the general direction of the Regional Construction Engineer, the employee will lead, coordinate, and implement, as appropriate, the environmental program for the Regional Construction Group. Generally, responsibilities include the following:
1. Provide constructability reviews of environmental aspects of capital projects during development/design phase (asbestos, hazardous waste, stormwater, wetlands, working in water, etc.)
2. Provide environmental site reviews and inspections of capital projects during delivery/construction phase
3. Participate in coordination of any environmental permitting (asbestos, stormwater, wetlands, working in water, etc.) during project delivery/construction phase
4. Develop and deliver appropriate environmental training for construction staff
5. Develop programmatic environmental guidance for regional construction staff
6. Provide environmental technical assistance to regional construction staff
7. Provide leadership on environmental stewardship activities for regional construction group
8. Provide coordination with external regulatory agencies regarding environmental aspects of regional construction program
9. Develop and implement environmental quality assurance and quality control program for regional construction activities
10. Act as the construction quality control point for regulatory documentation responses (reports, letters, etc.) from construction
11. Participate in formal clearance reviews for Department standard issuances (EIEB) for environmental specification revisions, programmatic agreements, directives, etc.
12. Review and recommend EIC acceptance of contractor project submittals for cofferdams, access ways, demolition plans, lead health & safety plans, contaminated material handling plans, proposed spoil sites, permit revisions, etc.
13. Provide project coordination with other regional and main office program areas regarding environmental aspects of regional construction program
To provide these services, the employee will be required to possess a valid class D driver’s license, possess sound communication skills and spend approximately 50% of work time out of the Regional Office traveling within the region to visit project sites and construction field offices. Additional specific duties may be assigned based on Regional needs and resources.

Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS candidates must meet the open competitive minimum qualifications for this position. The qualifications are:

Promotional:

You must be a qualified employee of the New York State Department of Transportation, New York State Thruway Authority, or New York State Canal Corporation and have had one year permanent competitive or 55-b/55-c service as:

Either
A. An Environmental Specialist 1 OR Landscape Architect
Or
B. An Assistant Engineer (Civil/Transportation) or Transportation Analyst where at least 50% of your duties involved the preparation and review of environmental impact analyses requiring knowledge and application of state and federal environmental laws, regulations, methods, procedures, and standards. This experience must include either preparing technical analyses on environmental matters or providing consultation on environmental regulatory programs.

Open Competitive:

A bachelor's degree and three years of professional experience in the preparation and review of environmental impact analyses, requiring knowledge and application of state and federal environmental laws, regulations, methods, procedures and standards, which includes the preparation of technical analyses on environmental impact matters, providing consultation on environmental impact laws, rules, and regulations or conducting office evaluations and field investigations related to environmental regulatory programs.

A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Additional Comments *For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
