Job Specifics

Duties Description The Office of Mental Health (OMH) is seeking qualified candidates to fill a Mental Health Program Specialist 3, G-25 position within the OMH Division of Community Program and Policy Management, Adult Community Care Group, Bureau of Rehabilitation Services, Treatment, and Care Coordination. The Mental Health Program Specialist 3 directs the ACT and Clubhouse Unit and works with a team in developing, implementing, and evaluating policies and procedures which shape the mental health service delivery system and related systems.

Specific duties include, but are not limited to, the following:

•Oversee the development of OMH psychosocial clubhouses and ongoing operations of ACT programs, including the development RFPs, writing of program guidelines and policy, and drafting state plan amendments, regulations, guidance, standards of care as applicable.

•Supervise staff working collaboratively with providers, state agency partners and other key stakeholders to assist in the development of policy and programming regarding adult outpatient programs.

•Attend all relevant internal and external stakeholder meetings to improve access to services, support recovery-oriented service provision, and implement new program or policies; create webinars and implement trainings as assigned; and provide guidance consistent with agency mission.

•Work with OMH Field Offices to support the implementation of programs or new initiatives, and understand community and local needs, and system challenges to better inform program development.

•Oversee the development and collection of data as requested for monitoring and oversight (e.g. policy development, monitoring), working with PSYCKES, PME, and other data sources to develop and review performance measures.

•Oversee and supervise other tasks as requested under the direction of the Bureau Director.

Minimum Qualifications Candidates must be employed by New York State to be eligible to apply for this position.

Candidates must have permanent status as a Mental Health Program Specialist 3, Grade 25 and be eligible for lateral transfer; OR one year of permanent, competitive service in a title eligible for transfer via Section 70.1 or Section 52.6 of the Civil Service Law.
