Job Specifics
Duties Description The Biologist 2 (Ecology) oversees the Ecology and Climate Change Unit, staffed by Biologist 1’s and other technical staff. This position provides professional and administrative assistance in the coordination of climate adaptation and resiliency efforts and guidance, ecological restoration of state lands; coordination with partners; overseeing stewardship outreach and metrics; and has responsibility for planning, budgeting and personnel functions.
The Ecology field is at the intersection of park management and environmental stewardship and is growing more demanding with threats such as climate change, threats to habitats, degrading ecosystems, and NY State obligations, including Executive Order 22 (EO22). Under EO22 directives this position will guide the agency on: 1) promoting biodiversity and habitat protection, 2) seek opportunities to enhance the ecological integrity of Parks’ property to support native biodiversity, protect threatened and endangered species, and increase climate resilience and natural carbon storage, 3) follow available best practices for identifying and properly managing endangered species and ensure that projects and operations do not have an adverse impact upon any endangered species, and 4) evaluate opportunities to co-locate new projects with landscaping or habitat to support native species and enhance climate resilience.
Duties include, but are not limited to:
Supervise Ecology and Climate Change staff
Assist Division leadership with developing stewardship priorities, policies, guidance, and projects
Follow the stewardship action agenda to create unit objectives and staff work plans
Work with DESP Director and Assistant Director for Stewardship to develop, establish, and implement climate resiliency objectives and lead agency initiatives
Work with staff on conservation easement monitoring, stewardship data development and management, tracking stewardship metrics, and strategic communication regarding stewardship in the agency
Work with staff on ecological restoration guidance and efforts
Collaborate with Park staff and partner agencies and organizations on terrestrial and aquatic connectivity efforts
Facilitate implementation of climate assessments and adaptation strategies for parks
Collaborate on the implementation of the Agency's Climate Action Plan and development of future action plan components
Collaborate with Stewardship Bureau staff in Albany and the Districts on implementing ecological restoration and climate resiliency projects and actions?
Collaborate with DESP Staff and other agency units and bureaus, such as other DESP sections, Operations, Capital, and Health and Safety on ecology and climate related items
Provide guidance on climate change impacts, species conservation and management, capital project impacts and mitigation opportunities; inform environmental stewardship projects relating to coastal processes.
Implement and monitor coastal planning objectives as well as climate change impacts to coastal facilities
Assist with monitoring plans for shoreline restoration projects to be conducted by OPRHP staff and consultants.
Assist with the development of guidance for shoreline restoration, coastal facilities, and climate change impacts to OPRHP resources.
Minimum Qualifications Eligible List Appointment:
Candidates must be qualified for permanent competitive appointment if reachable on the Biologist 2 (Ecology) eligible list.
70.1 Transfer Qualifications:
One year of permanent, competitive service as a Biologist 2 (Wildlife), Biologist 2 (Aquatic), Biologist 2 (Marine), Biologist 2 (Ecology), or Environmental Program Specialist 2 (Natural Resources).
