Job Specifics

Duties Description Reporting to the Associate Commissioner for Administration, the Director of Operations Support 1 serves as the Director of Office of Children and Family Services’ (OCFS) Office of Management Services (OMS). The incumbent is responsible for a broad array of management duties and responsibilities related to support services for the agency statewide.
The Director of OMS will support the mission and critical needs of the agency through the completion of the following responsibilities:
• Represent the Office of Management Services on OCFS labor-management committees, as well as on boards, task forces and other, similar groups, whose responsibilities relate to OMS’ role.
• Prepare reports for OCFS’ executive staff.
• Oversee lease management operations at all buildings leased by the agency;
• Provide general direction to the OMS Real Property and Lease Unit;
• Ensure that OCFS tenant-landlord relationships are sound;
• Oversee space planning and acquisition through the Real Property and Lease Unit;
• Review and approve special lease provisions to meet the agency’s needs;
• Coordinate the drafting and processing of the Business Case for New Vehicle Purchase with the OCFS Bureau of Budget Management and OGS staff.
• Oversight of all OCFS fleet vehicles to make sure they are properly serviced and maintained;
• Coordinate the relocation of OCFS employees, supplies and equipment from one work site to another;
• Establish policies and procedures which enable staff to requisition cars for travel and youth transportation, and to requisition vans to transport supplies and equipment.
• Supervise the auditing of monthly mileage reports for each State vehicle.
• Work in coordination with other Bureaus to establish procurements and contracts to support OMS.
• Act as OCFS’ Asset Management Coordinator, overseeing and monitoring compliance with the agency’s implementation of its Asset Management policies.
• Act as OCFS’ Sustainability Coordinator, responsible for liaising between the GreenNY Council and OCFS, as well as collecting and reporting annual sustainability data for the GreenNY Survey.

Develop and implement the Bureau’s policies, initiatives, procedures and annual reports.
• Develop the agency’s annual report and the Bureau’s portion therein
• Develop the Bureau’s annual budget submission
• Develop written policies and procedures for the operation of the Agency
• Review and update, as needed, existing policies and procedures
• Review all Bureau communications, directives and announcements

Provide general supervision to the Health and Safety Unit in OMS.
• In collaboration with the Director of Health and Safety, develop and promulgate health and safety policies and procedures for the agency;
• In collaboration with agency safety and health staff, respond to PESH violations;
• Coordinate with safety and health staff to develop and implement building evacuation plans;
Provide general direction to the operation of Mail Room.
• Oversee monthly invoices from USPS, UPS and Federal Express.
• Oversee mail operations in all Regional Offices and juvenile facilities.
• In consultation with OMS’ lower-level managers, direct the agency’s response to complaints about the services provided by the Mail Room, e.g., when mail is lost or misplaced by Mail Room staff.
Provide general direction for all agency records.
• Establish that OCFS’ records archiving and storage policies comply with the State’s records retention policy set by OGS;
• Develop and implement a policy to govern retention and access to the agency’s records; and
• Provide indirect supervision to the agency’s Scanning and Records Retrieval Unit.
Directly and indirectly supervise OMS staff.

Minimum Qualifications Transfer Qualifications: One year of permanent competitive or 55b/c service in this title, or in a title eligible for 52.6 transfer.

Provisional Qualifications: One year of permanent service as an Operations Support Manager 2 or Assistant Director Operations Support 1.

This position may be designated 55 b/c and is subject to verification of applicant eligibility.

Additional Comments Background Investigation Requirements:

1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.
2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.
3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
