Job Specifics

Duties Description The Training Specialist 2 duties in Human Resources will include but are not limited to the following:

Under the general direction of the Associate Director of Training, the Training Specialist 2 provides supervisory, administrative, and programmatic leadership for the Department's training initiatives. This position is responsible for ensuring the design, delivery, and evaluation of high-quality training and professional development opportunities that support the agency's mission and workforce development needs.

Supervisory Oversight
• Provide direct supervision, guidance, and performance evaluations for up to two Training Specialist 1s, ensuring high standards of productivity, accountability, and professional growth.
• Assign, review, and evaluate work products to ensure quality and alignment with agency goals.
• Foster a collaborative and supportive work environment that promotes accountability and encourages innovation and continuous improvement.

Program Development & Administration
• Lead the development, implementation, and evaluation of training programs that support DOS workforce and agency priorities.
• Coordinate agency-wide professional development initiatives.
• Draft and disseminate training announcements, communications, and resources to increase staff awareness and engagement.

Technology, Delivery, & Training Operations
• Serve as a primary administrator of the Statewide Learning Management System (SLMS), sharing responsibility with other unit staff to ensure accurate tracking, reporting, and compliance.
• Leverage digital tools, software, and emerging technologies to enhance instructional design, training delivery, and participant engagement.
• Provide technical guidance and troubleshooting for SLMS users and support staff.
• Oversee all aspects of training delivery, including in-person, hybrid, and virtual sessions.
• Manage training operations such as scheduling, setup, and upkeep of training rooms, ensuring both
o Technical readiness (A/V equipment, virtual platforms, troubleshooting, system functionality)
o Logistical readiness (room scheduling, supplies, seating, environment)
• Monitor the shared Staff Development mailbox to ensure timely response to training-related inquiries and requests.

Assessment, Reporting & Compliance
• Analyze training needs, participation data, and program effectiveness through surveys, feedback, and performance metrics.
• Prepare reports, summaries, and recommendations to inform leadership decisions on workforce development.
• Ensure compliance with agency training documentation, policies and standards.

Collaboration & Representation
• Partner with supervisors, managers, and subject matter experts across the agency to align training programs with organizational needs and priorities.
• Represent the Training Unit in cross-agency committees, interdepartmental workgroups, and statewide training-related initiatives.

Other Duties
• Assist with strategic planning, policy development, and special projects related to agency training.
• Perform other duties as assigned in support of the Department's training mission.

Minimum Qualifications COMPETITIVE MINIMUM QUALIFICATIONS:
Permanent service in this title or one year of permanent competitive or 55-B/C service in a title SG-21 or higher and otherwise eligible for transfer under Civil Service Law.

52.7 NON-COMPETITVE PROMOTON (NCP) QUALIFICATIONS:
If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a Non-Competitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must be current Department of State employees and have one year or more of qualifying permanent service as a Training Specialist 2 and must not have failed the last holding of the promotion examination for the title listed above. Civil Service may approve the permanent appointment of one of the qualified Training Specialist 2 without further examination.

Note: Non-Competitive refers to not competing in an examination; the appointment will be competitive.

The minimum qualifications for NCP appointment are:

One year of permanent or contingent permanent service as a Training Specialist 1, Agency Training and Development Specialist 1, and Human Services Training Specialist 1.

It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration.

PROVISIONAL QUALIFICATIONS:
Based on the results of the canvass of the current eligible list for the Training Specialist 2 the Department may elect to make a provisional appointment to this position rather than a permanent appointment. If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the Training Specialist 2 exam and be reachable for appointment from the newly established eligible list.

The minimum qualifications for Provisional appointment are:

Either A. One year of permanent, contingent permanent, or 55 B/C service as a Salary Grade-18.

Or B. Training Specialist 1 (Mental Hygiene), Training Specialist 1 (Nursing), Local Government Specialist 1, Supervising Equipment Operator Instructor, Mental Hygiene Staff Development Specialist 3, Mental Hygiene Staff Development Specialist 3 (Various Parenthetics), Land Use Training Specialist 1, Training Specialist 1 (Addictions), Training Specialist 1 (Child Protective Services), Training Specialist 1 (Child Welfare), and Training Specialist 1 (Instructional Design).

PREFERRED QUALIFICATIONS:
• Demonstrated supervisory experience, including performance management and staff development.
• Instructional design and adult learning expertise, with proven ability to create engaging and in-person, virtual, and hybrid training.
• Advanced experience with the Statewide Learning Management System (SLMS) including course creation, curriculum management, tracking, reporting, compliance, and query creation knowledge.
• Technology fluency with virtual delivery platforms (Web Ex, MS Teams), A/V Equipment, and collaborative learning tools.
• Innovation and creativity in training delivery, with the ability to introduce new methods, tools, and approaches.
• Proficiency with digital tools and platforms beyond MS office such as Canva, Adobe Creative Suite or similar design applications.
• E-learning development skills using authoring tools such as Lectora, Captivate, Articulate, Camtasia, or other industry standard software.
• Ability to create and leverage surveys, feedback, and metrics to measure effectiveness of training and drive improvements.
• Excellent organizational, written, and verbal communication skills.
• Ability to plan and coordinate large-scale, agency-wide training initiatives.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
