Job Specifics

Duties Description Overview:

We are seeking a proactive and strategic Director of Operations (DDPS 4) to provide direct support and oversight to department heads responsible for Habilitation Services, Day Habilitation Services, Article 16 Clinics, and Family Care within our Region. This pivotal leadership role will also involve supervision of clinical disciplines, including Occupational Therapy, Social Work, Physical Therapy, Speech Therapy, and Recreation.

Key Responsibilities:

· Ensure compliance with operational standards, regulations, and Medicaid requirements across all service areas.

· Establish, implement, and refine policies and procedures to promote quality improvement and operational efficiency.

· Provide direct supervision and support to Treatment Team Leaders and clinical department heads.

· Coordinate multidisciplinary services among providers to optimize placement and service delivery.

· Oversee and streamline processes related to Medicaid Compliance and placement issues.

· Conduct regular site visits, participate in Regional and organizational committees, and drive strategic plan initiatives.

· Collaborate effectively with Deputies, Central Office staff, and other key stakeholders to align operational goals.

· Lead workforce development efforts by delivering training and promoting professional growth opportunities.

· Participate actively and take a lead in our Creating Space initiative across state operations service delivery departments.

Preferred Qualifications:

· Proven leadership experience in developmental disabilities program operations or a closely related field.

· Strong knowledge of habilitation services, clinical disciplines, Medicaid regulations, and compliance standards.

· Excellent organizational, communication, and interpersonal skills.

· Demonstrated ability to lead cross-functional teams and collaborate across multiple levels of an organization.

· Experience in policy development, strategic planning, and quality improvement initiatives.

· Commitment to fostering a culture of operational excellence and continuous improvement.

Minimum Qualifications Must currently be a permanent Developmental Disabilities Program Specialist 4 and interested in transfer.

OR

Must be active and reachable on the Civil Service eligible list for Developmental Disabilities Program Specialist 4.

OR

One year of permanent competitive or 55 b/c service in a salary grade 27 or higher and eligible for 70.1 or 52.6 transfer as determined by the Department of Civil Service.

Additional Comments • Please note that starting salary for this title reflects the Downstate adjustment. Posted Hiring Salary includes the sum of the statutory hiring rate for Grade 63 ($115,283) and Downstate adjustment ($4,000). Downstate adjustment is added to the job rate ($145,682).

• If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 or 52.6 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.

• All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs. Continued employment will depend on maintaining eligibility.
