Job Specifics
Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.
Under the direction of a Manager Information Technology Services 2, SG-29, within the Chief Technology Office, Business Application Services, Public Safety Portfolio, this position will be responsible for managing a team in conducting business analysis, quality assurance, and application support activities related to the design, development, and support of applications hosted by the Public Safety Portfolio client agencies. This position will partner with business and technical peers and managers to identify, analyze, and prioritize work. Duties include but are not limited to the following.
• Manage a team of Business Analysis/Quality Assurance personnel to direct and coordinate systems analysis, design, application program development, maintenance, implementation, and quality assurance activities through all phases of the system development life cycle.
• Develop an in-depth understanding of the functional architecture of hosted applications and business systems to successfully convert business requirements into functional and technical specifications, to guide technical teams in their development efforts.
• Oversee the daily operations, support, and administration of the portfolio, providing front line support for application outages, resolution of reported incidents, and the development of ad hoc reports and data extracts using SQL/PLSQL utilizing TOAD, SQL Developer, or other SQL development tools.
• Participate in contract management activities including soliciting quotes from vendors, developing RFPs, and verifying compliance with contract deliverables.
• Evaluate legislative and client agency priorities and identify/recommend automated solutions considering potential dependencies and impacts to existing systems and business applications.
• Oversee the elicitation and documentation of business requirements including the creation of entity relationship diagrams, context diagrams, Data Flow Diagrams, system use cases, Process flow diagrams, and screen mockups, utilizing MS Word, MS Visio, Balsamiq, or other standard tools.
• Oversee the development and execution of test plans and test cases for functional, regression, user acceptance, and performance testing. Test planning and development will include the development of automated testing using Selenium, UFT, or other standard test scripting tools.
• Participate in meetings with executive level leadership to report on status of priority initiatives and strategic planning.
• Perform other management functions such as staff development, hiring and planning of new staff, ensuring that staff adhere to agency and state policies, monitor progress of projects and support efforts, and other managerial tasks as needed.
Minimum Qualifications Open to NYS employees with one year of permanent competitive service as a Manager Information Technology Services 1, SG-27/M2, OR in a position at the SG-25 or M1 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades or one M-grade.

If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
