Job Specifics
Duties Description This position will provide support for the Division of Home and Community-Based Services (HCBS) Quality and Surveillance and the Community Transitions Program (CTP). The incumbent’s work will be split 50/50 between the two programs.
For HCBS, the incumbent will support all activities related to information management within surveillance databases including generation and analysis of surveillance reports, and any other ad hoc data-related projects. In addition, the incumbent will provide input to the ongoing updating of policies and procedures for the Home Care and Hospice surveillance activities and will collaborate with other staff from across the Office of Aging and Long-Term Care and other areas within the Department to improve stakeholder outcomes.
For the Community Transitions Program, the incumbent will serve as the Data Manager for the Adult Home Settlement initiative. Primary functions include maintaining, updating, and streamlining the reporting and tracking needs of program staff charged with fulfilling the requirements of the Order of Dismissal for the O’Toole et al. v. Cuomo et al., Civil Action No. 13-CV-4166 (NGG). Specifically, the incumbent will analyze and summarize complex data sets to identify trends and patterns used to drive process changes; liaise with Transitional Adult Home administrative staff to communicate reporting requirements, synthesize reported data, and perform quality assurance checks to validate such data; provide timely responses to requests for information; prepare and distribute weekly, monthly, and quarterly reports using database information, statistical reporting, graphing, and querying Medicaid claims data; use Microsoft Access and Excel at an expert level to create charts, complex formulas, and pivot tables; and design data analysis protocols to improve data accuracy by identifying discrepancies.
Minimum Qualifications Current NYS Department of Health (DOH) employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 1 (G23)
OR: NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a (G21) and deemed eligible for transfer to Health Program Administrator 1 (G23) under Section 70.1 or Section 52.6 of the NYS Civil Service Law.
Preferred Qualifications: Expertise in Excel and Access including macro creation, database construction, query creation, and data management; experience with eMedNY, Medicaid & Analytics Performance Portal (MAPP), PSYCKES, Salient, Microsoft SharePoint systems, and the Health Commerce System (HCS).
