Job Specifics
Duties Description Perform business intelligence and portfolio and IT Governance activities; promote business analysis organizational maturity.
Develop, communicate, and maintain methodology and standards to promote a consistent approach to business analysis across the enterprise. Translate business information into technical terms and concepts.
Using business analysis techniques to elicit requirements as the foundation for the solution to the organization's business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, or JAD Sessions).
Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).
Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirements; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirement Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, or Change Management Analysis).
Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.
Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.
Develop systems’ requirements for future or “to-be” state of large business analysis projects or series of smaller projects.

Current Department of Labor employees only, with at least one year of permanent, contingent-permanent, or 55b/c service in a/an Business Systems Analyst 3; if you have less than one year, you must be reachable on the current Business Systems Analyst 3 eligible list for this location, if one exists.
52.7 Non-Competitive Promotion (NCP) Qualifications:
To be eligible for NCP, candidates must be in the Department of Labor promotion field and have one year or more of permanent, contingent-permanent or 55 b/c service as a Business Systems Analyst 2. If 3 or fewer qualified Department of Labor Business Systems Analyst 2 respond to this posting, Civil Service may approve the permanent appointment of one of the qualified Business Systems Analyst 2 without further examination.
Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.
52.6 Transfer Qualifications:
One year of permanent or contingent-permanent as a Grade 23 or higher determined to be administrative by Civil Service.
Preferred Qualifications:
Ability to initiate and maintain relationships across a diverse set of stakeholders.
