Job Specifics
Duties Description The Developmental Disabilities Program Specialist 1 (DDPS1) serves as the Regional Quality Management Support Liaison responsible for coordinating, facilitating, and supporting quality improvement initiatives across all districts within Region 5. The position will serve as the point person for the Regional Quality Council Committee, oversee policy and Standards of Procedure (SOP) tracking, coordinate district collaboration (Metro, Brooklyn, and Staten Island DDSOO), and provide cross-regional assistance in areas of Medicaid Compliance and quality monitoring.
Duties and Responsibilities
Quality Council (QC):
* Serve as the primary point person for the Region 5 Quality Council.
* Coordinate and schedule all Region 5 Quality Council meetings; develop and distribute agendas,
* Maintain and track minutes and follow-up action items.
* Collaborate and provide cross-district assistance
* Develop and maintain a tracker to ensure new initiatives are documented and monitored through completion.
* Facilitate communication between Region 5 Quality Management, subject matter experts, leadership, and operational departments to ensure alignment of regional objectives.
Policy and Standards of Procedure (SOP) Management:
* Maintain Region 5 Policy and SOP Tracker, ensuring all documents are reviewed, revised, and distributed to all (QC) committee members.
* Coordinate workgroups for policy and SOP development and revision, ensuring timelines and approvals are documented.
* Assist in developing procedures and guidance documents to promote consistency across the region.
* Ensure staff have access to the most current policies and SOPs.
Back-up Medicaid Compliance Support:
* Conduct periodic reviews and spot checks of service documentation for accuracy and compliance with HCBS Waiver and Medicaid standards.
* Support district QM teams during audits and reviews of service delivery documentation.
* Track and monitor corrective action plans and compliance trends.
* Assist in training staff and supervisors on compliance documentation requirements.
* Utilize available data systems (SharePoint, Excel trackers, and other OPWDD tools) to ensure timely and accurate data entry.
Performance Improvement:
* Develop, implement, and monitor performance improvement initiatives and track compliance with policies, SOPs, and procedures.
* Develop summary reports and presentations for Quality Council meetings and Regional Leadership.
* Maintain confidentiality of all quality-related data and sensitive information.
* Ensure reports and trackers are accurate, organized, and submitted timely.
Regulatory Compliance:
* Ensure all activities meet or exceed regulatory and agency standards.
* Utilize available data systems (SharePoint, Excel trackers, TEAMS, and other OPWDD tools) to ensure timely and accurate completion of policies/SOPs.
Quality Council Coordination:
* Meetings are scheduled and documented within established timelines; all action items are tracked to completion; meeting minutes are distributed on time.
* Model positive communication, problem-solving, and teamwork within the regional structure.
* Travel to other districts within Region 5 to provide support, as needed.

Minimum Qualifications Must currently be a permanent Developmental Disabilities Program Specialist 1 and interested in transfer.
OR
Must be active and reachable on the Civil Service eligible list for Developmental Disabilities Program Specialist 1.
OR
Transfer: Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Additional Comments • Please note that starting salary for this title reflects the Downstate adjustment. Posted Hiring Salary includes the sum of the statutory hiring rate for Grade 21 ($78,126) and Downstate adjustment ($4,000). Downstate adjustment is added to the job rate ($99,056).

• The assignment of PS&T employees will be made in accordance with any agreed upon Memorandum of Understanding between PEF and the local DDSO regarding the posting of job vacancies.

• All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs. Continued employment will depend on maintaining eligibility.
