Job Specifics

Duties Description The Contract Management Specialist 2’s primary function is to serve as a member of a Vendor Responsibility team, performing detailed assessments of vendor responsibility for all proposed contract awards. The role involves reviewing financial and legal disclosures, analyzing vendor performance history, and ensuring documentation complies with State requirements and internal policies.

• Conduct in-depth vendor responsibility reviews using VendRep, OSC resources, and internal documentation.
• Validate vendor disclosures and supporting documentation, such as financial statements, legal filings, and staffing certifications.
• Identify and escalate red flags or risk indicators to the Vendor Responsibility Manager.
• Draft and maintain accurate records of determinations and findings.
• Respond to staff and vendor inquiries regarding documentation requirements.
• Maintain a case management tracking system for all open reviews.
• Support post-award compliance monitoring or re-evaluations.
• Participate in the development of internal training and FAQs on VR procedures.
• Supervising and/or assisting team members with complex VR’s ensuring that work conforms to agency and statewide purchasing policies and/or agency requirements.
• Keep management apprised of any possible problems or delays.
Preferred Qualifications:
• 3–5 years of experience in procurement operations, audit, or compliance.
• Strong research and critical thinking skills.
• Familiarity with VendRep, SFS, and NYSCR systems preferred.
• Excellent writing and documentation skills.

Minimum Qualifications NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.

Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 21 or above and eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law.
