Job Specifics

Duties Description The Real Estate Specialist 2 will work under the direction of the Real Estate Officer and supervise on of the functional groups within the Office of Right of Way.
Duties may include, but are not limited to:
• Providing Oversight and direction to staff and consultants
• Oversight and completion of complex and unusual functional activities relating to the acquisition of real property including, but not limited to:
- Determinations of property ownership interests’ relocation assistance, sensitive claimant
negotiations, Court of Claims negotiations, market value appraisals of real property rights
and appraisal review
• Oversight and completion of complex and unusual functional activities relating to the management of transportation property including but not limited to:
- Surplus property disposals/auctions
- Rentals or use and occupancy of transportation property
- Administering the regional Outdoor Advertising program and the LOGO and TOD sign
Program
• Working knowledge of Real Estate acquisition as it relates to NYS Eminent Domain Procedure Law, NYS Highway Law, and the Federal Uniform Relocation Assistance and Real Property Acquisition Policies Act is necessary.


The duties of this position may require considerable travel and field work. At the time of appointment and continuously thereafter, a candidate must demonstrate the ability to meet the travel requirements of this position.



Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.
