The Office of the New York State Attorney General (OAG) is seeking a talented and motivated individual for the position of Research Analyst in the Bureau of Internet and Technology (BIT). The Research Analyst will be assigned to a range of BIT investigations, initiatives, and enforcement actions with responsibilities including investigative work, cutting edge public policy research and analysis, data analysis, and legal support. This position will be based in New York City and report to the Bureau Chief and Deputy Bureau Chief.
The BIT enforces civil laws that protect New Yorkers on a wide range of matters relating to the Internet and technology. The bureau’s work routinely involves the world’s largest tech companies and frequently garners national attention. In recent years, BIT’s investigations have included matters related to child safety online, violent extremism on social media, cryptocurrency, AI, spyware, net neutrality, privacy, online fraud, and data security and data breaches.
This position will participate in a variety of BIT’s matters with a particular focus on the bureau’s work to combat violent extremism on social media and supporting legislative and rulemaking efforts to ensure New Yorkers’ safety online and to protect their privacy.
Duties:
• Assist in designing and conducting BIT investigations by developing and compiling facts through online research using a variety of data sources and other investigative techniques;
• Track and evaluate state and federal regulations relating to violent extremism on social media platforms, minors’ use of social media, AI, and online privacy, including what to consider for adoption in New York;
• Analyze and communicate insights from academic research, policy proposals, and current events relating to violent extremism on social media platforms, minors’ use of social media, AI, and online privacy;
• Assist with the intake and analysis of information regarding acts of violence planned or promoted through social media platforms including complaints, tips, referrals, independent research, and news and social media sources;
• Evaluate public comments on the SAFE for Kids Act and other future rulemakings, and assist with the promulgation of proposals and final rules;
• Participate in the preparation of public reports through research, drafting, editing, and proof-reading;
• Draft letters and subpoenas and evaluate responsive documents;
• Create and analyze large datasets, including from publicly available API sources, websites, PDFs, and other difficult-to-access sources;
• Synthesize voluminous factual records and convert complex data into easily comprehensible reports, PowerPoint presentations, and other data visualizations for investigation and litigation activities;
• Interface with other OAG bureaus and teams, including the Research and Analytics Department, to utilize databases and data analytics tools;
• Present findings and recommendations to BIT staff and leadership, including participating in bureau strategy meetings; and
• Work collaboratively with BIT attorneys and other professional staff to execute the bureau’s mission.
Minimum Qualifications Qualifications:
• A bachelor’s degree is required;
• Either through coursework, including majors such as Technology Policy, Public Policy, Economics, Computer Science, Statistics, Digital Media, and Data Analytics, or prior work experience, applicants should be familiar with technology-related policy issues and the technology landscape, including current developments;
• Demonstrated experience or interest in one or more of the following topics: child online safety, violent extremism on social media, cryptocurrency, AI, privacy, data security, and online fraud;
• Strong technology skills that include using Microsoft Access and Excel to manage large data sets, proficiency with Lexis/Nexis or similar research databases, and conducting strategic internet searches;
• Software engineering or product experience, data security training, data visualization and data analytic skills, and/or an understanding of the legal and policy issues surrounding social media and AI regulation are all pluses;
• Excellent research, analytic, organization, communication (verbal and written), and presentation skills, including using presentation software such as PowerPoint;
• Ability to communicate and collaborate effectively with staff at all levels and with external partners and stakeholders;
• Entrepreneurial, proactive, and self-directed, with effective time management skills; and
• Adept at learning and assimilating new and complex information.
Additional Comments The annual salary for this position is $68,315 + $4,000 in location pay.
