Job Specifics

Duties Description The Associate Accountant will perform duties that include, but are not limited to, the following:

• Supervise and facilitate the proper collection, recording, and distribution of Video Lottery Gaming, Horse Racing, Charitable Gaming, Indian Gaming, Commercial Gaming, Mobile Sports Wagering, and Interactive Fantasy Sports revenues.
• Prepare quarterly and annual regulatory cost assessment billings for Indian Gaming, Interactive Fantasy Sports, Thoroughbred and Harness Funds, Commercial Gaming and Mobile Sports Wagering programs.
• Process transactions in the Statewide Financial System (SFS) consistent with Office of the State Comptroller (OSC), Division of Budget (DOB), and other control agency guidelines.
• Prepare journal entries and ensure proper posting in software and SFS.
• Monitor and reconcile account balances of various funds and monitor expenditures against budgeted spending targets.
• Analyze revenues and expenditures to ensure they are aligned with funding levels.
• Prepare and document project costs and preparation of cash spending projections.
• Prepare the unclaimed prize report that summarizes the accumulation of lapsed prize funds and any use of lapsed prize money for promotional purposes.
• Serve as primary liaison with financial staff from licensees and regulated entities, banks, and vendors.
• Ensure financial and accounting compliance requirements are met in accordance with NYS Legislation, Gaming Commission regulations, and other rules and guidelines as applicable.
• Compile and review reports for various programs and projects as requested by management and agencies.
• Schedules and reviews all work performed by staff.
• Other duties as assigned.


Desired Competencies:
• Advanced experience utilizing Excel including pivot tables.
• Experience utilizing the Statewide Financial System (SFS)
• Experience with double entry bookkeeping and accounting systems and software.
• Knowledge of Article 34 of the NYS Tax Law and State Finance Law.
• Knowledge of Pari-mutuel Wagering and Breeding Law
• Ability to multi-task and manage multiple priorities.
• Experience supervising staff.

Minimum Qualifications Permanent Qualification: Candidates must currently be a permanent Associate Accountant
OR
Eligible List Appointment: Reachable for appointment from the current Associate Accountant eligible list
OR
Transfer Qualification: Candidates must be a current New York State employee eligible for transfer via Section 70.1 of the Civil Service Law.

Additional Comments Prohibition against Playing and Wagering:

Commission employees and family members residing in their households are prohibited from purchasing Lottery tickets or claiming Lottery prizes. Commission employees are prohibited from wagering upon any horse racing, commercial gaming, video lottery gaming, Indian gaming, charitable gaming activities, interactive fantasy sports, and mobile sports wagering within the State. To avoid any appearance of impropriety of conflict of interest, Commission employees will be prohibited from all aspects of promoting, operating, and playing in any charitable gaming, which includes bingo and games of chance such as raffles, whether the organization conducting the game is required to be licensed by the Commission. The prohibition placed upon each Commission employee from assisting with any charitable gaming does not apply to the employee's family unless the employee thinks it presents a conflict of interest related to his or her job duties. Commission employees must also avoid any outside activities that could interfere or be perceived to interfere with their job duties.

Pre-Employment Restrictions:

The law that established the Commission (specifically, Section 107 or the Racing, Pari-mutuel Wagering and Breeding Law) prohibits any person from being employed by the Commission if, during the period commencing three years prior to employment, such person held any interest in, or employment by, any corporation, association or person engaged in gaming activity with the State.
