Job Specifics

Duties Description • Schedules preventive maintenance, initiating work orders. Inspects work for quality and safety control.
• Supervises the procurement of supplies, materials, and equipment for the facility. Submits yearly requests including justifications for ancillary purchases such as vehicles, large and small equipment, etc.
• Supervises daily both contracted and state employees engaged in grounds maintenance, building maintenance, custodial services, and security services.
• Assists in development of contracts for goods and services and monitors deliverables to ensure contract compliance. Conducts on-site evaluation of service contracts. Inspects completed work for quality and safety control.
• Performs site inspections regularly and denotes deficiencies for immediate remediations.
• Develops a yearly Preventive Maintenance/ Rehabilitation & Improvement (PM/R&I) plan for the entire facility.
• Determines budgetary needs based on facility expenditures, the PM/R&I plan, and other Capital projects.
• Develops and implements internal controls. Performs annual testing.
• Performs the full range of supervisory duties including time & attendance, counseling and labor relations matters, performance evaluations and probationary reports, training, etc.
• Performs other duties as assigned.

Notes:
*There is no examination required for appointment to a NY HELPS position. Candidates hired via NY HELPS will be appointed on a permanent non-competitive basis and will begin a probationary period.

At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:

Required Experience: Six years of experience* managing an occupied building with a gross square footage of at least 250,000 or a complex of occupied buildings totaling at least 300,000 square feet, at least two of which must have included supervision of service contractors or in-house staff, including plumbers, electricians, carpenters, and other skilled trade people. This experience MUST include overall responsibility for building maintenance (including HVAC), minor building rehabilitation, and at least one of the following three areas of expertise: grounds maintenance, security and access control, or cleaning oversight including sanitary requirements and inspection.

*Substitutions:
Associate degree in construction management, construction technology, facilities management, engineering, engineering technology, architecture, architectural technology, business, business administration, or public administration may substitute for two years of the general experience; OR bachelor’s degree in one of the above fields may substitute for three years of the general experience.

Applicants may be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 21 or above and eligible for transfer under Section 70.1 of the Civil Service Law.

52.7 Non-Competitive Promotion:
If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a noncompetitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must be in the direct promotion field, have one year of permanent service as a Public Buildings Manager 2 and must not have failed the last holding of the promotion examination for the title listed above.
