Job Specifics
Duties Description Labor Services Representative (Disabled Veterans Outreach Program) will provide and facilitate a full range of employment and training services to veterans, focusing on providing and facilitating intensive services to veterans with significant barriers to employment. They will provide case management services and conduct outreach activities. The incumbent will provide services at other out-station locations as assigned.
Minimum Qualifications Six years* of experience providing employment, reemployment, training and labor market services to job seekers, employers, unions, and other interested parties. These activities must include one of the following areas: conducting interviews to evaluate the nature of services desired, obtaining employment histories, identifying barriers to employment and developing solutions to such barriers, providing information about workforce development and training programs and related grants, or reviewing and evaluating workforce development and training services’ applications.
In addition, meet one of the following criteria for Veteran of the U.S. Armed Forces:
1. Served on active duty for over 180 days for purposes other than training and an honorable discharge or under conditions in the NYS Restoration of Honor Act. A copy of your DD-214 or a NYS Restoration of Honor Act letter will be required at the time of interview; or
2. Was discharged from active duty because of a service-connected disability; or
3. Was a member of a reserve component in the U.S. Armed Services under an order to active duty during a period of war or in a campaign or expedition for which a campaign badge is authorized and an honorable discharge or under conditions in the NYS Restoration of Honor Act; or
4. Was discharged by reason of a sole survivorship discharge.
*An associate degree may substitute for two years of experience; *a bachelor’s degree may substitute for four years of experience; *a master’s degree may substitute for five years of experience; and *a doctorate may substitute for six years of experience.
**Degree must be awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency.
Hourly Labor Services Representatives are not eligible for transfer or reassignment.
Preferred Qualifications:
• Preference in selection will be given to veterans with service-connected disabilities
• Ability to initiate and maintain relationships across a diverse set of stakeholders.

As this position requires travel, the appointee must have a valid license to operate a motor vehicle in New York State and have a motor vehicle or otherwise demonstrate their capacity to meet the transportation needs of the position.
Reassignment Qualifications
Current Department of Labor employees only: with at least one year of permanent, contingent-permanent, or 55-b/c service in a Labor Services Representative (DVOP)/Trainee 1/2 title; if you have less than one year, you must be reachable on the current eligible list for this location if one exists.
Position specific job duties may include occasional altered work schedule or job assignments which require availability and willingness to work occasional evenings and/or out-stationed assignments.
Candidates with no previous state service will begin at the starting rate of the salary range listed above.
Additional location pay is available for the following counties: Bronx, Kings, Nassau, NYC-Manhattan, Queens, Richmond, Rockland, Suffolk, and Westchester, Dutchess, Orange, and Putnam.
