Job Specifics
Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for an Information Technology Specialist 3 (Programming) position in the Office of Information and Reporting Services. This Office is responsible for New York State’s data collection, management and reporting processes, including implementing and monitoring NYSED data collection schedule and reporting calendar for federal and State accountability for P-12 and Higher Education in New York State. The incumbent of this position will provide critical IT skills needed to conduct work and employ systems critical to ensuring that accurate, valid and reliable data on students and teachers is collected, maintained and reported. Duties of these positions include, but are not limited to, the following:
• Develop and maintain IT systems for public reporting, involving new analysis and development, troubleshooting, testing, and deployment;
• Collaborate with program office and other agency IT staff to design responsive user interfaces and determine, understand, and implement business requirements for web applications;
• Plan, document, and oversee the implementation of new features and functionality for several business-critical applications;
• Research best practices and technologies for application development;
• Ensure appropriate tools are used for application development, including Git, JIRA, and Confluence documentation;
• Ensure that systems and procedures are properly documented, meet NYSED standards, and follow generally accepted IT practices, fostering the integrity of automated systems and the data within;
• Assist with the design and implementation of a Service-Oriented Architecture that will drive application development, and
• Supervise and mentor lower-level IT staff within the Office of Information and Reporting Services.
PREFERRED QUALIFICATIONS:
Preference will be given to candidates who have:
• Knowledge and practical experience programming in PHP, SQL and Java.
• Knowledge and practical experience with Foundation and/or Bootstrap CSS frameworks.
• Knowledge and experience with the design, implementation, and usage of a database.
• Knowledge and experience with a Model-View-Controller (MVC) web application and/or service-oriented architecture.
Minimum Qualifications MINIMUM QUALIFICATIONS:
NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
• A bachelor's degree in any field including or supplemented by 15 semester credit hours in computer science with at least 9 semester credit hours in programming languages and two years of experience in computer programming;
• a bachelor's or higher level degree in any field and three years of experience in computer programming;
• an associate degree with 15 semester credit hours in programming languages and four years of experience in computer programming.
• Five years of professional experience in computer programming which must have involved the planning, configuration, testing, implementation, and/or management of the systems environment that supports the organization's information technology architecture and business needs.
PROMOTION: Current [NYSED] employees must have one year of permanent competitive or 55-b/55-c service as an Information Technology Specialist 2 (Programming).
COMPETITIVE MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Information Technology Specialist 3 (Programming).
Eligible List Appointment: Candidates must be reachable on the Civil Service Information Technology Specialist 3 (Programming) eligible lists for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-21 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter and the following minimum qualifications:
• A bachelor's degree in any field including or supplemented by 15 semester credit hours in computer science with at least 9 semester credit hours in programming languages and two years of experience in computer programming;
• a bachelor's or higher level degree in any field and three years of experience in computer programming;
• an associate degree with 15 semester credit hours in programming languages and four years of experience in computer programming.

Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a permanent, competitive appointment or a permanent non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree and experience will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 50% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position requires occasional off-shift night and weekend work. Federal law may impose additional requirements or restrictions regarding positions that receive federal funding.
This position leads to a maximum salary of $109,650 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
