Job Specifics
Duties Description Division of Retirement Services, Bureau of Program Optimization Support and Transformation (POST), and under the guidance of higher-level staff, this position will be responsible for managing systems implementation, maintenance, and support for large to medium scope efforts; supporting application ownership and customer service; managing small teams and providing leadership; promoting business analysis and professional development; and maintaining professional communication and demeanor.
Minimum Qualifications You must be currently reachable on the appropriate eligible list for this title or eligible to transfer under Section 52.6 of the Civil Service Law.
52.6 Transfer:
To 52.6 transfer to a Business Systems Analyst 3, salary grade SG-25, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-23 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Provisional and/or Non-Competitive promotion (NCP) qualifications:
You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as a Business Systems Analyst 2.
Provisional and/or NCP notes:
If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.
If the number of interested candidates who meet the promotional qualifications is more than three, the agency; at its discretion, may nominate one or more of the candidates for a provisional promotion under the provisions of Section 65 of the Civil Service Law.
Additional Comments Preferred Qualifications/Knowledge, skills, and abilities
• Experience working with an Enterprise Resource Planning (ERP) system such as PeopleSoft.
• Proficient in the use of Microsoft Office applications (Word, Excel, PowerPoint, Visio, Project, Outlook, Teams, SharePoint)
• Demonstrates passion for business analysis.
• Demonstrated experience using recognized business analysis methodologies to design solutions aimed at improvements by elevating the efficiency and effectiveness of the business and system processes.
• Demonstrated experience developing test scenarios, scripts and data, and reviewing test results.
• Strong supervision and leadership skills.
• Experience managing small teams and the ability to use organizational management skills when working in a multi-team environment.
• Strong facilitation and organizational skills and the ability to prioritize when working on multiple tasks.
• Excellent interpersonal and communication (written and oral) skills.
• Demonstrated ability to work with others to analyze problems quickly and develop the best solution options.
• Demonstrated ability to be flexible, to adapt to change, and work well in a participative, team-oriented environment with diverse assignments.
• Formal training in business analysis concepts and methodologies.
• Membership and/or participation in the International Institute of Business Analysis and professional communities of practice.
Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
