Job Specifics

Duties Description Under the direction of the Director of the Epidemiology and Needs Assessment Unit, the Research Scientist 2 will assist the Epidemiology and Needs Assessment Unit with various research, analysis, and evaluation activities. The functions of this position include but are not limited to the following:

• Monitoring and assessing prevalence instruments such as the National Survey on Drug Use and Health (NSDUH), Youth Risk Behavior Surveillance System (YRBSS), Behavioral Risk Factor Surveillance System (BRFSS), etc.
o Conduct data management and create data products (such as Tableau dashboards or written reports) that highlight the findings that are relevant to New York State and the work of OASAS.
• Collecting and analyzing public health data related to the consequences of addiction (e.g., overdose mortality, motor vehicle injuries and deaths, newborns with neonatal withdrawal symptoms, etc.)
o Conduct data management and create data products (such as Tableau dashboards or written reports) that highlight the findings that are relevant to New York State and the work of OASAS.
• Examining connections between data collected from OASAS-certified programs and public health data sets to assess service system needs.
• Performing literature reviews and policy research related to substance use disorders and problem gambling, and succinctly summarizing the results.
• Performing other related duties as assigned.

Minimum Qualifications Minimum Qualifications
Non-Competitive: bachelor’s degree and three years of professional research experience in an appropriate field.

Examples of acceptable degree fields are Public Health, Public Policy, Public Administration, Sociology, Psychology, Health Administration, Addiction Studies, Education, Human Services, and other related fields.

Preferred Qualifications
• Master’s degree in an appropriate field*
• Strong written communication skills
• Experience conducting literature reviews and policy research
• Familiarity with SAS, R, SPSS, or STATA for data cleaning, management, and analysis
• Experience with Tableau or ArcGIS for data visualization
*Appropriate fields include biostatistics, sociology, public policy, public administration, epidemiology, public health, etc

The salary range listed in this posting reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
