Job Specifics
Duties Description The New York State Education Department’s (SED) Office of Special Education and Adult Career and Continuing Education Services (OSEA) is seeking applicants for a Supervisor of Higher Education Programs to supervise the High School Equivalency (HSE) unit. The incumbent of this position will be responsible for the overall implementation of the New York State HSE test program over the life of the HSE test contract. Under the direction of the OSEA Deputy Commissioner, the incumbent of this position will serve as the liaison to the New York State HSE test vendor to ensure that the exam is delivered with integrity and aligned with SED goals and priorities. Major responsibilities of this position include, but are not limited to, the following:
• Supervise and lead the High School Equivalency Unit and oversee all day-to-day operations, ensuring that high quality customer service is provided when providing transcripts, diplomas and other services to the public.
• Coordinate the development of vendor-managed High School Equivalency exam and testing process and track the progress of the contracted vendor’s implementation of the High School Equivalency exam.
• Oversee the development and implementation of a procurement process for Test Centers that deliver the HSE exam.
• Oversee the test content ensuring that it aligns with New York State educational standards.
• Work in collaboration with the Office of Adult Education to ensure the delivery of high-quality staff training to HSE exam preparation programs.
• Oversee implementation and expansion of various pathways to earning an HSE diploma.
• Work with the Deputy Commissioner and Director of Operations to develop and manage the HSE budget.
• Review data, conduct analyses and make recommendations related to HSE exam passage rates, test centers and HSE exam preparation programs.
• Represent SED at meetings and public forums across New York State on topics related to the HSE testing program.
• Act as liaison to all key stakeholders in the testing program including local preparation program administrators, test administrators, test takers, State and local government agencies, federal partners and the HSE test vendor.
• Maintain ongoing dialogue with local education agencies, professional associations, and policy making groups on the implementation of the HSE test and Board of Regents priorities related to Education Law and applicable regulations.
• Revise and develop regulations related to HSE in New York State.
• Support Institutions of Higher Education’s ability to interpret the skills and abilities of college applicants with an HSE diploma; and
• Collaborate with other department managers, test vendors, and external stakeholders to coordinate efforts toward the implementation of the test.
Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Supervisor of Education Programs.
Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in any of the following titles: Associate in Bilingual Education, Associate in Continuing Education, Associate in Education Improvement Services, Associate in Educational Planning and Evaluation, Associate in Instructional Services, Associate in Intercultural Relations, or Associate in Occupational School Supervision.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent or temporary provisional appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Provisional candidates must take the examination for Senior Vocational Rehabilitation Counselor when it is next offered and must be reachable on the resulting eligible list to maintain employment. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period at the discretion of the unit supervisor. This position requires 40% in-state travel.
This position leads to a maximum salary of $138,203 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
