Job Specifics

Duties Description 1. Provide overall supervision and direction to Region 5 Division of Lands and Forests staff in three different offices assigned to the Bureau of Forest Resources Management (state forests and private lands), Bureau of Invasive Species and Ecosystem Health, and the Conservation Easement Section. Draft and implement work plans for all program activities. Interface with regional and central office staff; manage budgets, staff, records, supplies, and equipment appropriately in accomplishing regional objectives of the programs within the region.

2. Support, through action and example, official policies and programs in such areas as health and safety, time and attendance, hiring, mandatory training, employee development, and oversee personnel matters. Complete performance programs, recertifications and performance evaluations according to proper procedures.

3. Coordinate activities with other divisions and external stakeholders. Participate in meetings with the regulated community and public.

4. Oversee development of recreational plans and management of conservation easements over lands totaling approximately 500,000 acres.

5. Manage Forest Tax Law (480a) program for Region 5, totaling 550,000 acres.

6. Serve as Region 5 liaison between the Department and Adirondack Park Agency (APA) in matters which must be addressed under the guidelines of the Memorandum of Understanding between the APA and the Department concerning State-owned Conservation Easements. Coordinate necessary consultation with APA staff in the development of Recreation Management Plans for Conservation Easement properties.

7. Serve as Region 5 point of contact with local, state and federal agencies, boards and commissions, and various constituent groups associated with forest management, resource protection, and open space protection programs.

8. Keep the Regional Director and Regional Supervisor of Natural Resources informed on all matters of importance related to high priority projects, significant issues, and potential problems in the program areas.

9. Serve as an assistant to the Supervisor of Natural Resources in administering the regional State land management, private landowner assistance and conservation easement programs, including preparation of budget requests, submission of reports as appropriate, and attendance at meetings on the Supervisor’s behalf. Serve as acting Natural Resources Supervisor, as required, during the Supervisor’s absence.

10. Manage DEC’s response to inquiries from the press, elected officials, and the general public on matters involving the program areas.

Minimum Qualifications Reassignment: Currently in the title and an employee of DEC or

Reinstatement Eligible: Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

or

Transfer Eligible: One year of permanent competitive service at Salary Grade 23 or higher and:
Eligible for transfer under Section 70.1: Permanent competitive service as a Forester 2 or Environmental Program Specialist 2 (Natural Resources).

or

Eligible for transfer under Section 52.6: Must have current or prior service in a title designated as 52.6 within two salary grades\one M grade of this position. To determine if your title is designated as 52.6 go to the Department of Civil Service website and search for your title under GOT-IT.
