Job Specifics

Duties Description Under the general supervision of the Thruway Bridge Engineer, the Maintenance Supervisor 3 (Bridge) is responsible for planning, directing, and overseeing all maintenance and repair activities for the Governor Mario M. Cuomo Bridge (GMMCB) and Eastchester Creek Bridge. This includes managing complex infrastructure systems, coordinating specialized crews, and ensuring the safety, reliability, and operational integrity of these critical assets. Specific duties may include, but are not limited to the following:

- Participate in determining long-term and seasonal bridge maintenance and repair requirements and develop work programs to meet these requirements.

- Submit budget recommendations to the Thruway Bridge Engineer.

- Direct, through subordinate supervisors, the activities of multiple specialized work crews within the GMMCB Maintenance Unit.

- Define programs and projects; assist in planning, organizing, and coordinating unit activities.

- Provide technical guidance on bridge maintenance including:

- Structural steel preparation and painting

- Special coatings

- Concrete and asphalt repair

- Waterproofing

- Timber work

- Floating plant operations

- Electrical and IT system maintenance

- Inspect work projects for conformance to plans and procedures.

- Schedule emergency service personnel on rotating 24/7 shifts.

- Conduct regular inspections of bridge components to assess conditions and ensure corrective actions are taken.

- Inspect and record condition of ice breakers.

- Record profiles of river depths for scour documentation.

- Inspect roadway and structural elements.

- Assist with engineering inspections.

- Analyze bridge condition reports to advise on structural or foundation issues requiring major intervention.

- Initiate procurement of materials, equipment, and supplies for specific projects and routine maintenance.

- Coordinate the activities of the various specialized crews to ensure adherence to the overall maintenance and repair schedules.

- Develop training programs to improve the efficiency of bridge maintenance staff.

- Perform the full range of supervisory duties.

- Initiate recruitment requests and interview candidates.

- Recommend appointments of qualified candidates.

- Counsel employees on job performance.

- Ensure employees are exposed to necessary training opportunities.

- Ensure compliance with union agreements.

- Schedule equipment usage and recommend purchase of specialized tools, including emergency wreckers and fire trucks.

- Promote and enforce safety practices.

- Review safety procedures and recommend improvements.

- Ensure adherence to safety protocols across all operations.

- Ensure compliance with oil pollution spill control procedures involving accidents on bridge or waterway.

- Oversee maintenance and repair of electrical systems, including high-voltage (13KV) infrastructure and IT systems.

- Oversee maintenance of Shared Use Path on the GMMCB.

- Schedule regular maintenance of elevators.

- Oversee the maintenance of the fire stand system.

- Develop long-term and seasonal maintenance plans for GMMCB and Eastchester Creek Bridge.

Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service allocated to a Grade 19 or above and eligible for transfer under Section 70.1 of the NYS Civil Service Law.


NY HELPS MINIMUM QUALIFICATIONS:

Six years of experience in the construction, maintenance, rehabilitation, or reconstruction of bridges, one year of which must have been as a carpenter, ironworker, mason, painter, rigger, structural steelworker, or welder.

MQ Substitution:
College course work in a program leading to a degree in construction technology may be substituted for one year of the required experience on the basis of 30 semester credit hours equaling one year of experience.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

ADDITIONAL PAY INFORMATION:
The salary range for this position includes all applicable annual components of pay which are: Base Pay Range from Hiring Rate $75,140 up to Job Rate $106,146. Location Pay: $3,400 for Downstate Geographic Pay: $7,000
