Job Specifics

Duties Description Under the direction of an Associate Director of Human Resources 1, the selected candidate will be an integral part of the New York State Office of Parks, Recreation and Historic Preservation’s (OPRHP) Payroll and Transactions Unit. Duties include but will not be limited to:

-Coordinating and overseeing agency payroll operations for administration lag and administration extra lag payrolls.
-Managing and directing the activities of staff responsible for the submission, corrections and monitoring of transactions in the Human Resources Information System (HRIS) to process personnel transactions; ensuring agency transaction deadline cutoffs are met for HRIS, NYSTEP and PAYSERV for all annual and hourly employees; and monitoring transactions processed through HRIS, NYSTEP, PAYSERV and LATS are completed in a timely and accurate manner.
-Reviewing the payroll for submission to control agencies by using a variety of queries, internal controls and reports to confirm that all payroll submissions are complete and prepared in accordance with applicable laws, rules and regulations.
-Writing and compiling instructional materials and train subordinate and/or regional staff in payroll policies and procedures.
-Developing, implementing, and monitoring internal control procedures to ensure the timely submission of accurate payroll documents.
-Producing, reviewing and/or reconciling information in standard and special queries and reports that relate to the production of an accurate and timely payroll; checking for errors and possible overpayments; and making appropriate corrections.
-Reviewing and interpreting control agency bulletins; developing internal procedures to implement control agency directives; and advising staff and agency employees verbally and in writing.
-Designing and conducting regular audits of additional pay factors such as shift and inconvenience pay, to ensure employees are receiving all payments that they are entitled to receive in accordance with Department of Civil Service special salary treatments, negotiated agreements, and Office of the State Comptroller rules and regulations.
-Calculating and/or verify salary calculations and related factors for agency employees including reconstructing employee salary histories by following standard procedures to determine and/or verify appropriate salary.
-Calculating and coordinating processing of salary increases, longevity payments, and performance advances.
-Calculating employee salaries taking into account eligibility for miscellaneous payments and additional pay factors within 6 different bargaining units.
-Answering various types of communications (phone, e-mail, and letters) from Regional Business Officers and Managers concerning general payroll topics and specific personal status issues and inquiries.
-Writing responses to authorized inquiries from banks, insurance companies, and government agencies regarding employees pay status, income, and benefit status using multiple systems to gather appropriate data.
-Performing other tasks and projects as assigned.

52.7 Non-Competitive Promotion (NCP) Qualifications:
As required by the New York State Department of Civil Service, we are posting for this position to determine if there are any qualified OPRHP employees interested in a permanent appointment to the position. To be eligible for NCP, candidates must be in the NYS Office of Parks, Recreation and Historic Preservation promotion field and have at least one year of permanent or contingent-permanent qualifying service as a Human Resources Specialist 1 or a Human Resources Specialist 1 (Labor Relations). If 3 or fewer qualified NYS Office of Parks, Recreation and Historic Preservation eligible promotional employees respond to this posting, Civil Service may approve the permanent appointment of one of the qualified employees without further examination.

In order to be considered for appointment via non-competitive promotion, candidates serving in the established promotion field must not have failed or failed to take the last holding of the Human Resources Specialist 2 exam, if said exam was held within the last four years.

Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.

Provisional Qualifications:
In the absence of an eligible list(s) with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be meet the following minimum qualifications: one year of permanent competitive, non-competitive (NY HELPS)*, or 55b/c service as a Human Resources Specialist 1, Human Resources Specialist 1 (Labor Relations), or Head Clerk Personnel.

The appointed candidate would have to take, pass and be reachable on the next holding of the examination to be appointed permanently.

52.6 Transfer Qualifications:
At least one year of permanent or contingent-permanent qualifying service as a Grade 21 or higher. The service must be in a title that Civil Service has deemed transfer eligible to the position.

Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

70.1 Transfer Qualifications:
At least one year of permanent or contingent-permanent qualifying service as a Children & Family Services Specialist 2, SG 23. Only the title listed is eligible for 70.1 transfer.

Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

*Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status.
