Job Specifics
Duties Description Under the direction of the Park Manager 3, SG-23 or their designee, the duties of this position will include but are not limited to the following:
• Oversee front office operations, including providing visitor services, handling point-of-sale transactions, managing inventory, documenting procedures, and ensuring internal control procedures are followed.
• Enter hourly employee timecards into the Human Resource Information System (HRIS). Review, approve, and monitor subordinate staff time and leave requests.
• Manage seasonal hiring paperwork and assist with seasonal staffing plans.
• Hire, supervise, and schedule toll booth workers and operations.
• Create and submit utility usage data of concessionaire for billing purposes.
• Supervise maintenance staff on holidays and weekends, as assigned.
• Train staff to ensure adherence to all agency and park fiscal control policies.
• Prepare and issue special-use, hunting, dock, and other park permits.
• Coordinate logistics of routine programs and special events, including temporary maintenance work, security, admissions, transportation, traffic flow, and cleanup.
• Oversee Point of Sale (POS) systems, revenue collection and tracking, and related reporting.
• Assist with the preparation and management of attendance reports and perform general clerical work.
• Assist with budget preparation and justification.
• Oversee office maintenance including cleaning, trash removal, and snow removal.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).***
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
Either 1. three years of experience* in the construction, operation, or maintenance of a park, recreational facility, or campus;* one year of this experience must be at a supervisory level;
Or 2. an associate's or higher level degree or 60 college semester credit hours*** AND one year of supervisory experience in the construction, operation or maintenance of a park, recreational facility, or campus.*
*A park, recreational facility, or campus is defined as a location that offers at least three of the following elements: athletic fields, skating rink, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming.
**Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. Eligible List Qualifications:
Candidates may also be qualified for permanent competitive appointment if reachable on the Park Supervisor 1 open-competitive or transition eligible list.
Reassignment Qualifications:
Candidates must be current New York State Office of Parks, Recreation and Historic Preservation employees and have one year of permanent competitive or 55-b/55-c service as a Park Supervisor 1 to be eligible for reassignment.
55-b/c Qualifications:
This position is eligible for 55b/c appointment, and candidates with 55b/c eligibility are encouraged to apply. To be eligible for a 55b/c appointment, candidate must be currently enrolled in the Civil Service 55b/c program and must meet the minimum qualifications listed above. To be considered, you must provide a copy of your letter of eligibility with your response and meet the minimum qualifications listed above.

Additional Comments Operational Needs:
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
• Must be able to work a variable schedule, including nights, weekends, and holidays.
• Must have basic computer knowledge of Microsoft Office and be familiar with Upper Rapids POS and Ventek parking system.
• Must demonstrate proficiency in various tracking systems and agency programs, including Parks Operations and Revenue Tracking System (PORTS), Budget Expenditure Tracking System (BETS), and Reserve America.
• Must be able to follow NYS purchasing guidelines and procedures.

***NY HELPS PROGRAM:
For the duration of the NY HELPS Program, this title may be filled via a permanent non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has recently covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024 and June 11, 2025. Notification to employees regarding a change in their status is forthcoming. You may wish to apply if you received a permanent NY HELPS appointment to a qualifying title within these timeframes and are interested in this opportunity.
